Job Description Summary

Responsible for managing project billing, quantity measurement, and commercial documentation for civil works. Ensures accuracy, contractual compliance, timely certification, and effective coordination to support project cash flow and commercial control.

Key Responsibilities

  • Prepare and submit RA, interim, and final bills in accordance with contract conditions.
  • Carry out quantity take-offs from IFC drawings and maintain Measurement Books.
  • Verify and certify subcontractor bills, measurements, and rate analyses.
  • Identify and document variations, extra items, deviations, and claims.
  • Reconcile BOQ quantities with drawings and site execution; flag discrepancies.
  • Coordinate with site, planning, QA/QC, and contracts teams for measurement validation.
  • Support cost control, cash flow forecasting, and monthly commercial reporting.
  • Ensure compliance with contractual, technical, and statutory requirements.
  • Assist in final account settlement and project close-out documentation.

Qualifications & Skills

  • Degree / Diploma in Civil Engineering with minimum 8 years of billing experience in civil construction projects.
  • Exposure to EPC, item-rate, and lump-sum contracts.
  • Proficiency in AutoCAD, MS Excel, and quantity measurement tools.
  • Strong understanding of BOQs, drawings, specifications, and construction methods.
  • High attention to detail, commercial awareness, and ability to work under tight timelines.
