Role Purpose

The Talent Sourcer will be responsible for building high-quality candidate pipelines for hiring needs across Japan and Southeast Asia (SEA) with Japan being the primary focus area. This role will proactively source niche technical and commercial talent for multiple requisitions annually, particularly for roles critical to our field execution and business continuity.

This position strengthens APAC Talent Acquisition by accelerating time-to-fill, improving talent quality, and enabling recruiters to focus on hiring conversations and closure.

Key Responsibilities

Sourcing & Pipeline Development

  • Partner closely with TA Partners in SEA and Japan to understand hiring plans, technical requirements, and priority roles.

  • Build targeted shortlists for roles including but not limited to: Construction SupervisorsInstallation & Maintenance MechanicsEstimation EngineersSales Engineers & Sales RepresentativesProject Engineers / Field-based technical roles

  • Conduct proactive sourcing using LinkedIn Recruiter, Workday, Avature, job boards, internal talent pools, referrals, and market mapping.

  • Develop talent pipelines aligned to business needs and market realities.

Candidate Engagement

  • Conduct initial screening conversations to validate technical fit, experience relevance, and interest level.

  • Maintain high-touch candidate engagement to reduce drop-offs and increase offer acceptance rates.

  • Ensure a strong candidate experience reflective of Otis values.

Market Intelligence

  • Provide ongoing updates on talent availability, competitor activity, compensation trends, and market challenges for Japan & SEA.

  • Support quarterly hiring forecasts, pipeline reports, and demand planning.

Collaboration & Process Management

  • Work closely with TA Partners to align sourcing strategy with business priorities.

  • Support recruiters by presenting curated and qualified shortlists.

Performance Indicators

  • Pipeline quality & conversion rate

  • Time-to-shortlist for priority roles

  • Reduction in aged requisitions

  • Offer acceptance support through stronger candidate engagement

  • Manager satisfaction & feedback scores

Candidate Requirements

Qualifications & Experience

  • 3-5 years of sourcing or recruiting experience, preferably in engineering, construction, technical, or field services industries.

  • Experience supporting multi-country talent markets (SEA or Japan highly preferred).

  • Proven success sourcing niche technical talent at scale (60-80 reqs annually).

Skills & Competencies

  • Strong expertise in Boolean search, talent mapping, and proactive sourcing.

  • Excellent communication skills and ability to manage stakeholders across multiple markets.

  • High agility, detail orientation, and ability to work in fast-paced, high-volume environments.

  • Comfortable working across time zones and cultural contexts.

  • Japanese language speaking is a must for this role to support high-volume sourcing, candidate engagement, and hiring coordination for Japan.
