Job Summary

We are seeking an experienced Quantity Surveyor & Billing Engineer with mandatory experience in high-rise residential construction projects to manage the contractual, billing, estimation, planning, and financial aspects of projects. The role involves cost estimation, project planning, budgeting, contract administration, billing verification, and financial reporting to ensure projects are completed within approved budgets, quality standards, and timelines. The candidate will work closely with project teams, contractors, consultants, planning engineers, and management to ensure effective cost control and financial compliance.

Key Responsibilities

Cost Estimation & Planning

  • Prepare detailed cost estimates, project budgets, and cost plans during pre-construction and execution stages.
  • Assist in project planning, scheduling, and coordination with planning engineers to align costs with timelines.
  • Prepare feasibility studies, cost comparisons, and value engineering proposals.
  • Forecast project costs, cash flows, and resource requirements.

Cost & Contract Management

  • Prepare detailed cost estimates, budgets, and project cost forecasts.
  • Prepare tender documents, contracts, BOQs, and related documentation.
  • Administer, review, and manage contracts to ensure compliance with terms and conditions.
  • Monitor project expenditures and implement cost control measures.
  • Conduct rate analysis, BBS, and BOQ preparation.
  • Identify financial risks and recommend suitable mitigation strategies.

Billing & Valuation

  • Prepare, verify, and certify running bills, final bills, and contractor invoices.
  • Measure and quantify materials and labour as per drawings and site progress.
  • Carry out site visits and valuations to assess and certify work progress.
  • Validate bills submitted by contractors and subcontractors.
  • Coordinate with site engineers, project managers, and procurement teams for accurate billing inputs.

Reporting & Compliance

  • Prepare cost reports, cash flow statements, and financial summaries.
  • Maintain accurate and systematic documentation of all financial transactions.
  • Ensure compliance with company policies, contractual obligations, and statutory regulations.
  • Liaise with clients, consultants, and contractors to resolve billing or contractual issues.

Qualifications & Experience

  • 3 to 6 years of experience in Quantity Surveying & Billing for high-rise residential projects (mandatory).
  • Bachelor's degree in Quantity Surveying / Civil Engineering or a related field.
  • Experience in cost estimation, project planning, budgeting, and billing for multi-storey residential buildings.
  • Professional certification (RICS, CIOB, or equivalent) preferred.
  • Strong knowledge of construction methods, materials, specifications, and billing procedures for high-rise projects.
  • Proficiency in AutoCAD, MS Office, ERP systems, and cost management / planning software.
  • Excellent numerical, analytical, and documentation skills.
  • Strong communication, coordination, and negotiation abilities.
  • Ability to work independently as well as collaboratively within a team.
