About the Role
Singapore Environment Council is seeking a meticulous and experienced Manager, Administration & Board Liaison to provide leadership across key corporate support functions, including administration, IT oversight, data protection, compliance coordination, and Board secretariat support.
Reporting to the Executive Director, the successful candidate will play a key role in ensuring that SEC's internal systems, processes, governance arrangements and corporate support functions are effective, compliant and aligned with the organisation's mission and operational needs.
Key Responsibilities
Corporate Administration and Operations
- Lead and oversee corporate administration to ensure smooth day-to-day operations, office management and organisational support services.
- Develop, review and implement administrative policies, standard operating procedures and internal controls.
- Manage office resources, facilities, procurement, vendors, insurance matters and administrative budgets where applicable.
- Support organisational planning, resource allocation and cross-functional coordination.
Information Technology and Data Protection
- Provide oversight of SEC's IT function, including systems governance, cybersecurity readiness, infrastructure planning and user support arrangements.
- Manage outsourced IT service providers, system implementation projects, software licences, cloud services and network connectivity.
- Drive improvements to digital workflows, records management, intranet platforms and collaboration tools.
- Act as the Data Protection Officer and oversee compliance with applicable personal data protection requirements.
- Maintain data protection policies, notices, registers, procedures and staff guidance materials.
- Coordinate data protection impact assessments, incident response, breach assessment and corrective actions where required.
Board Secretariat and Compliance
- Provide secretariat support to the Board, Compliance Committee and Nomination Committee, including meeting planning, agenda preparation, paper collation and coordination with management and members.
- Prepare and maintain accurate minutes, action trackers, resolutions, matters arising and decision records.
- Ensure timely circulation of meeting materials, follow-up on action items and proper maintenance of Board and committee records.
- Support the review of terms of reference, governance calendars, committee workplans and reporting templates.
- Oversee compliance coordination, including policies, monitoring activities, reporting processes and follow-up actions.
- Track key compliance obligations, regulatory requirements and internal governance commitments.
- Prepare compliance updates, papers and reports for management, the Compliance Committee and the Board.
Requirements
- Degree in Business Administration, Law, Governance, Compliance, Information Systems, Public Administration or a related discipline.
- Significant experience in corporate administration, Board or committee secretariat support, compliance coordination, data protection, IT oversight or organisational support functions.
- Strong understanding of Board and committee secretariat practices, governance documentation, policy management and internal control processes.
- Practical knowledge of data protection requirements, compliance monitoring, risk management and corporate governance practices in Singapore.
- Experience working with senior management, Board members, committee members, vendors and cross-functional stakeholders.
- Excellent written communication skills, with the ability to prepare clear Board papers, minutes, policies, reports and management updates.
