Position Title: Human Resource Manager

Reports To: Chief Business Officer

Employment Type: Full-time

Position Summary

The HR Manager is responsible for leading the delivery of human resources services across the University, including recruitment, workforce planning, employee relations, performance management, staff development, and HR compliance. The role provides strategic and operational HR leadership to support academic and professional staff and contributes to building a high-performing, inclusive, and engaged workforce. The HR Manager partners with faculties, schools, and administrative divisions to support organisational change, ensure effective HR processes, and uphold University values and employment frameworks.

Accountabilities

  • Support the development and implementation of HR strategies aligned with University goals.
  • Lead workforce planning initiatives including staffing forecasts, talent pipelines, and workforce capability development.
  • Provide HR insights and analytics to senior leadership to support decision-making.
  • Manage end-to-end recruitment for academic and professional roles, ensuring high quality hiring outcomes.
  • Enhance recruitment processes, employer branding, and candidate experience.
  • Advise hiring managers on position design, selection processes, and compliance with employment legislation.
  • Provide expert advice on workplace relations and employment legislation.
  • Manage employee relations matters including grievances, investigations, and policy interpretation.
  • Ensure compliance with University HR policies and regulatory requirements.
  • Maintain accurate HR records and support internal/external audits.
  • Oversee the performance management process, including planning, coaching, and review cycles.
  • Support leadership development, training, and staff capability initiatives.
  • Identify skills gaps and collaborate with Learning & Development to address workforce needs.
  • Manage HR operations including contracts, onboarding, probation, and termination processes.
  • Support HRIS system administration and optimisation.
  • Ensure data accuracy, reporting quality, and efficient workflow processes.
  • Support organisational change projects, restructures, and workforce transformation initiatives.
  • Promote diversity, equity, inclusion, and wellbeing initiatives.
  • Contribute to building a positive workplace culture aligned with University values.
  • Partner with academic and professional leaders to provide proactive HR guidance.
  • Build constructive relationships with unions, staff committees, and advisory groups (as relevant).
  • Provide regular updates to leadership on workforce risks, opportunities, and emerging HR issues.
  • Lead and develop HR coordinators, advisors, and administrative staff.
  • Promote cross-team collaboration, service excellence, and continuous improvement.
  • Manage workload allocation, training, and team capability growth.

Skill & Experience

  • Bachelor's degree in Human Resources, Business, Management, or related field (required).
  • Postgraduate qualification in HR, Employment Relations, or Organisational Psychology (advantageous).
  • 5+ years of HR experience with at least 23 years in a leadership or managerial role.
  • Experience in the University or public-sector environment preferred.
  • Demonstrated experience in employee relations, recruitment, workforce planning, and HR operations.
  • Experience interpreting enterprise agreements and industrial relations frameworks.
  • Strong knowledge of HR legislation, workplace relations, and University employment contexts.
  • Excellent communication, negotiation, and conflict-resolution skills.
  • High-level organisational and project management capability.
  • Ability to analyse workforce data and provide actionable insights.
  • Strong interpersonal and stakeholder management skills.
  • Leadership, coaching, and team-building capabilities.
  • High integrity, confidentiality, and commitment to equity and diversity.
