Role Description

• We are seeking a proactive and skilled Vice President, Test Data Manager, to join our Corporate Bank. In this role, you will be instrumental in the execution and support of test data management activities, ensuring the provision of high-quality, relevant, and compliant test data for our diverse technology landscape. You will work closely as Test Data Manager, development and QA teams to facilitate efficient testing cycles, enhance test coverage, and contribute to the delivery of robust and reliable banking applications.

• This role requires extensive liaison with various Technology teams, including Development, QA, Environment Management, and Operations, to ensure the consistent provision of high-quality, compliant, and relevant test data that accelerates testing cycles, enhances test coverage, and supports the rapid delivery of robust banking applications. The ideal candidate will possess deep expertise in data management principles, regulatory compliance, and a strong understanding of corporate banking data landscapes.

Your key responsibilities

Test Data Strategy & Governance:

• Define and drive the overall Test Data Management strategy, roadmap, and vision for Corporate Bank Technology, aligning with enterprise data strategies and regulatory requirements.
• Establish and enforce TDM governance policies, standards, and best practices across all non-production environments.
• Lead the selection, implementation, and optimization of enterprise-level TDM tools and platforms.

Leadership & Stakeholder Engagement:

• Lead and mentor a team of Test Data Analysts, fostering a culture of excellence, innovation, and continuous improvement.
• Act as the primary liaison and subject matter expert for all test data requirements, engaging proactively with Development, QA, Environment Management, Architecture, Information Security, and Operations teams.
• Influence and collaborate with senior stakeholders to secure resources, gain buy-in, and drive TDM initiatives.

Data Discovery, Profiling & Architecture:

• Oversee comprehensive data discovery, profiling, and analysis of complex production data models, volumes, and relationships across diverse corporate banking systems.
• Partner with Data Architects and Operations to understand data characteristics, usage patterns, and critical data elements for testing.
• Design optimal test data architectures that cater to various testing needs (e.g., functional, performance, security).

Data Procurement & Provisioning:

• Develop and manage secure and efficient processes for the extraction, transformation, and loading of production data into TDM repositories, ensuring adherence to data privacy and security regulations.
• Establish self-service mechanisms and automation for QA and Development teams to provision test data independently and efficiently.
• Ensure timely delivery of fit-for-purpose test data to all required non-production environments.

Data Masking, Obfuscation & Synthetic Data Generation:

• Define and implement robust data masking, obfuscation, and anonymization strategies to protect sensitive information and ensure compliance with global data privacy regulations (e.g., GDPR, CCPA, local banking regulations).
• Oversee the generation of high-quality synthetic data for complex testing scenarios, including negative testing, edge cases, performance testing, and where production data is unavailable or inadequate.
• Collaborate closely with Information Security and Legal/Compliance teams to validate masking techniques and data compliance.

Data Refresh, Versioning & Lifecycle Management:

• Design and manage processes for periodic and on-demand data refreshes in lower environments, ensuring test data remains relevant, up-to-date, and reflective of production conditions.
• Implement robust versioning and lifecycle management strategies for test data sets, ensuring traceability and consistency.
• Oversee the archival and purging of test data in compliance with data retention policies.

Automation & Tooling:

• Champion the evaluation, selection, implementation, and continuous enhancement of advanced Test Data Management tools and technologies.
• Drive automation initiatives across the entire TDM lifecycle, including data generation, masking, subsetting, and provisioning, to improve efficiency and reduce manual effort.
• Integrate TDM processes and tools with CI/CD pipelines and environment management frameworks.

Reporting, Metrics & Audit:

• Define key performance indicators (KPIs) and metrics for TDM effectiveness, availability, quality, and usage.
• Develop and present comprehensive dashboards and reports to senior management, highlighting TDM status, challenges, and value delivered.
• Lead and support internal and external audits related to test data management, demonstrating compliance with regulatory and internal policies.

Your skills and experience

• 13+ years of progressive experience in Test Data Management (TDM), Data Management, Data Engineering, or a related data-centric leadership role, with a significant portion within the financial services industry, preferably Corporate Banking.
• Proven track record of defining and implementing enterprise-wide TDM strategies and solutions.
• Expert-level knowledge and hands-on experience with advanced data masking, data subsetting, data virtualization, and synthetic data generation techniques and leading TDM tools (e.g., Delphix, Broadcom Test Data Manager, Informatica Test Data Management, IBM Optim, Data Faker).
• Deep understanding of relational (e.g., Oracle, SQL Server, DB2) and NoSQL databases, data warehousing, and big data technologies.
• Proficiency in SQL, scripting languages (e.g., Python, Perl, Shell), and experience with ETL tools and data integration platforms.
• Comprehensive understanding of global data privacy regulations (e.g., GDPR, CCPA) and specific banking regulations (e.g., DORA, BCBS 239) and their impact on test data.
• Extensive experience with test automation frameworks, CI/CD pipelines, and DevOps methodologies.
• Strong architectural mindset with the ability to design scalable and resilient TDM solutions.
• Exceptional analytical, problem-solving, and decision-making skills with a meticulous attention to detail.
• Outstanding communication, negotiation, and stakeholder management skills, with a proven ability to influence at all levels, from technical teams to senior leadership.
• Demonstrated experience in leading, mentoring, and developing high-performing technical teams.
• Ability to navigate and thrive in a complex, fast-paced, highly regulated, and rapidly evolving technological environment.
• Preferred Skills:
• Knowledge of Corporate Banking products, processes, and core platforms (e.g., Payments, Trade Finance, Lending, Securities Services, Cash Management).
• Experience with cloud-based data platforms (e.g., AWS S3, Azure Data Lake, GCP BigQuery) and cloud-native TDM solutions.
• Certifications in Data Management (e.g., CDMP), Project Management (e.g., PMP), or Agile methodologies.
