Job Description: Manager – Tender Management & Government Procurement

Role Overview
We are looking for an experienced professional to manage tendering, government procurement, and bid management processes. The ideal candidate will have strong expertise in handling end-to-end bid lifecycles, working with government agencies, and ensuring compliance with procurement policies.
Key Responsibilities
1. Tender Identification & Analysis
- Monitor government portals, e-procurement platforms, and public sector notifications to identify relevant tenders.
- Evaluate tender requirements, eligibility criteria, and feasibility for participation.
- Conduct risk assessments and cost-benefit analysis prior to bid submission.
- Regularly follow up with departments regarding upcoming and active tenders.
2. Bid Preparation & Submission
- Manage end-to-end bid preparation in compliance with RFP/RFQ guidelines and government regulations.
- Prepare technical and commercial proposals, including cost estimation and documentation.
- Coordinate with internal teams (finance, legal, and technical) to gather required inputs.
- Ensure timely submission of bids across online and offline channels.
3. Liaison & Coordination
- Build and maintain strong relationships with government bodies, PSUs, ministries, and tender authorities.
- Collaborate with vendors, consultants, and partners for joint bidding opportunities.
- Represent the organization in pre-bid meetings and negotiations with stakeholders.
4. Compliance & Documentation Management
- Maintain records of submitted tenders, ongoing bids, and awarded projects.
- Ensure availability and accuracy of statutory and non-statutory documents.
- Maintain organizational credentials and past project documentation for future bids.
- Ensure adherence to procurement policies, e-tendering norms, and regulatory frameworks.
- Manage EMD (Earnest Money Deposit), tender security, and performance guarantees.
5. Post-Tender Management
- Negotiate contract terms and finalize agreements with government authorities.
- Handle clarifications, audits, and compliance requirements post-submission.
- Monitor project execution post-award to ensure compliance with contract terms.
- Prepare consortium agreements and MoUs with project partners.
Key Skills & Competencies
- Strong expertise in government procurement and tender management
- Experience in bid lifecycle management and compliance
- Excellent analytical, negotiation, and communication skills
- Ability to manage multiple bids under strict deadlines
- Strong knowledge of GeM (Government e-Marketplace) and e‑procurement portals
- Proficiency in MS Office and bid management tools
- Experience in strategic bidding and government project execution
- Ability to manage key accounts and stakeholder relationships
Preferred Qualifications
- Prior experience working with government agencies, PSUs, or large-scale public sector projects
- Strong understanding of procurement regulations and tender frameworks
