Job Description for the Post of Tender Manager

Key Responsibilities:

Tender Identification & Analysis:

Monitor government portals, e-procurement websites, and public sector notifications to

identify relevant tenders.

Evaluate tender requirements, eligibility criteria, and feasibility for participation.

Conduct risk assessments and cost-benefit analyses before bid submission.

Follow-up with the departments for the upcoming and present floated tenders.

Bid Preparation &Submission:

Manage end-to-end bid preparation, ensuring compliance with government regulations,

RFP/RFQ guidelines, and procurement policies.

Prepare technical and financial proposals, cost estimation, and bid documentation.

Coordinate with internal teams, finance, legal, and technical departments to gather required

documents.

Ensure timely submission of tenders through online and offline modes.

Liaison & Coordination:

Establish and maintain relationships with government agencies, PSUs, ministries, procurement

departments, and tender authorities.

Work closely with vendors, consultants, and project partners for joint bidding opportunities.

Handle pre-bid meetings, vendor interactions, and government negotiations.

Compliance & Documentation Management:

Maintain a database of submitted tenders, awarded projects, and ongoing bids.

Maintain and update Statutory and non-salutatory documents required for the submission of

bid.

Maintain previous supply details and the credential of the organisation for upcoming tenders.

Ensure adherence to government procurement policies, e-tendering guidelines, and regulatory

frameworks.

Manage tender security, EMD (Earnest Money Deposit), and performance guarantees.

Post-Tender Management:

Negotiate contract terms and finalize agreements with government bodies.

Handle tender clarifications, audit requirements, and compliance documentation.

Monitor project execution post-award to ensure adherence to contract terms.

Prepare consortium agreement, MOU for the released supply order with the consortium

partners participated in the bid.

Additional Skills Required:

Expertise in government procurement policies, bid management, and compliance.

Strong analytical, negotiation, and communication skills.

Ability to handle multiple tenders simultaneously and work under tight deadlines.

Proficiency in MS Office, e-tendering platforms, and government procurement software.

Exposure to prestigious government projects and strategic bidding processes.

Strong knowledge of GeM (Government e-Marketplace), e-procurement portals, and

government tendering processes.

Strong knowledge on the preparation of proposals based on the potentials in the government

department.

Managing the key accounts of the organisation for the upcoming tenders.
