Job Title: Tender and Contracts Manager
The Role
As Tender and Contracts Manager, you will own the end-to-end tender estimation process for EPC / Design-Build / Modular projects. You will interpret tender requirements, define estimation strategy, distribute scope across disciplines, perform and validate rate analysis, and drive value engineering to arrive at a technically sound and commercially competitive bid.
Key Responsibilities
Tender Understanding & Strategy
- Study and interpret tender documents including RFPs, BOQs, drawings, specifications, commercial conditions, and technical eligibility criteria.
- Identify scope boundaries, ambiguities, risks, exclusions, and contractual obligations early in the tender lifecycle.
- Define project-specific estimation strategy based on:
- Modular vs conventional construction mix
- Prefab feasibility (LGSF, Precast, PEB, Hybrid systems)
- Location-specific cost drivers (logistics, labour, taxes, availability)
- Develop win-strategy inputs in collaboration with leadership (pricing philosophy, risk appetite, alternates).
Estimation Planning & Team Leadership
- Break down tender scope across:
- Civil & Substructure
- Structural (PEB, LGSF, Precast, RCC)
- Electrical
- PHE (Plumbing, Drainage)
- HVAC
- FPS (Fire Protection Systems)
- Plan estimation workload between self and 3-member estimation team, with clear timelines and deliverables.
- Review, validate, and integrate discipline-wise estimates into a unified project cost model.
- Ensure consistency in assumptions, productivity norms, wastage factors, and construction methodology across all packages.
Modular, Prefab & DFMA-Driven Estimation
- Apply Prefab / Modular thinking to estimation by:
- Differentiating factory vs site costs
- Accounting for tooling, moulds, jigs, transport, and erection logic
- Optimising labour skill requirements and site duration
- Evaluate and price systems such as:
- LGSF walls and floors
- Precast structural and architectural elements
- PEB / Hybrid steel systems
- Modular MEP integration
- Align estimates with Design for Manufacturing & Assembly (DFMA) principles to ensure constructability at scale.
Rate Analysis & First-Principles Costing
- Perform detailed rate analysis for:
- Standard BOQ items
- Non-standard / tender-specific / new items
- Independently derive rates using first-principles thinking, covering:
- Material consumption
- Labour productivity
- Equipment & tools
- Overheads, wastage, and execution constraints
- Validate subcontractor and vendor quotes against internal benchmarks and logic.
- Build and maintain rate analysis libraries for modular, prefab, and MEP systems.
Value Engineering & Cost Optimisation
- Identify value engineering opportunities without compromising performance, durability, or compliance.
- Strong value engineering, quantity design estimation for Foundation, Structural, Superstructure, Electrical, Plumbing, FPS, HVAC knowledge, Design calculations procedure, & thumb rules.
- Propose alternate materials, systems, construction sequences, or modularisation strategies.
- Quantify cost, time, and risk impact of VE proposals for management decision-making.
- Support technical clarifications and pre-bid meetings with strong cost-technical rationale.
SCM & Market Alignment
- Collaborate closely with the Supply Chain Management (SCM) team to:
- Establish project-specific material and subcontract rates
- Account for location-based price variations and logistics costs
- Leverage vendor partnerships for competitive pricing
- Track commodity trends (steel, cement, prefab components) and factor escalation/volatility risks into bids.
Commercial & Submission Support
- Assist in preparing price schedules, BOQ pricing, commercial deviation statements, and tender submissions.
- Support management during price finalisation, negotiations, and post-bid clarifications.
- Ensure bid pricing aligns with execution capability and margin expectations.
Continuous Improvement & Systems Thinking
- Develop standard estimation templates, checklists, and workflows for modular EPC tenders.
- Build a tender estimation playbook incorporating lessons learned, benchmarks, and best practices.
- Improve speed, accuracy, and predictability of tender outputs over time.
Skills & Qualifications
Education
- Bachelor's or Master's degree in Civil Engineering or Construction Engineering.
Technical & Professional Experience
- 812+ years of experience in tendering, estimation, or pre-contract roles, preferably in:
- Modular construction
- Prefab / Industrialised construction
- EPC / Design-Build projects
- Strong exposure to Civil, Structural, Electrical, PHE, HVAC, and FPS estimation.
- Proven ability to estimate LGSF, Precast, PEB, RCC, and hybrid construction systems.
- Deep understanding of BOQs, specifications, drawings, and construction methodologies.
- Expertise in rate analysis, cost modelling, and value engineering.
