The IT Project Manager is responsible for managing the full end-to-end lifecycle of clinical and non-clinical technology projects from discovery and requirements gathering through planning, execution, implementation, and formal

KEY RESPONSIBILITIES
1. Full Project Lifecycle Management
- Lead projects from discovery through closure following the organization's established PMO framework.
- Execution: Coordinate cross-functional project teams, manage task assignments, facilitate sprint planning and stand-ups (Agile), and track progress against baseline schedules (Waterfall).
- Monitoring & Control: Maintain project dashboards and status trackers; escalate risks and issues; manage scope changes through a formal change control process.
2. Netsmart myAvatar EHR Project Management
- Serve as the primary PM for Netsmart myAvatar enhancement projects, including configuration changes, module rollouts, and workflow optimization initiatives.
- Partner with Health Informatics, clinical program staff, and the Netsmart vendor team to
- Translate clinical and operational requirements into scoped, deliverable system enhancements.
- Maintain deep familiarity with the Netsmart myAvatar platform architecture, development pipeline, and release management process.
- Support planning and coordination for the Netsmart myAvatar NX SaaS migration including data migration strategy, module upgrade sequencing, UAT planning, and cutover coordination.
- Manage Netsmart vendor relationships: navigate the Netsmart support portal, coordinate with Technical Account Managers (TAMs), escalate system defects, and track vendor commitments and SLA adherence.
3. Clinical & Non-Clinical IT Project Portfolio
- Manage concurrent clinical technology projects including EHR implementations, Health
- Information Exchange (HIE) integrations, telehealth platforms, and clinical decision support tools.

- Project Delivery Excellence: Consistent track record of delivering complex IT projects on time, within scope, and within budget in a healthcare or social services environment.
- Clinical Systems Knowledge: Working familiarity with Electronic Health Record systems particularly Netsmart myAvatar — and the functional workflows they support in behavioral health or human services settings.
- Structured Communication: Exceptional written and verbal communication skills; ability to prepare executive-level reports and present confidently to senior leadership, clinical directors and board-level stakeholders.
- Analytical Rigor: Proficiency in using data to drive project decisions; experience defining, tracking, and reporting on KPIs and PMO performance metrics.
- Stakeholder Management: Demonstrated skill in building trust-based relationships across diverse, matrixed stakeholder groups including clinical staff, IT teams, compliance officers, and C-suite leaders.
- Adaptability & Self-Direction: Self-starter mentality with the ability to independently manage competing priorities, resolve ambiguity, and escalate appropriately.
- Process Documentation: Ability to develop clear workflows, SOPs, decision frameworks, and process maps for complex operational environments.
- Risk & Issue Management: Proactive identification and mitigation of project risks; structured issue escalation and resolution.
REQUIRED QUALIFICATIONS
- Bachelor's degree required in Computer Science, Health Informatics, Information Technology, or a related field.
- Master's degree in Health Informatics, Project Management, Business Administration, or a related discipline preferred.
- Minimum 15–20 years of IT Project Management experience, with at least 3 years in a healthcare, behavioral health, social services, or human services agency environment.
- Hands-on experience managing Netsmart myAvatar EHR projects — enhancements, configurations, integrations, or implementations — is strongly preferred.
- Demonstrated experience managing the full project lifecycle from discovery through closure in a structured PMO environment.
- Proven track record managing clinical technology projects (EHR, HIE, telehealth, clinical decision support) and non-clinical IT initiatives concurrently.
- Experience supporting or managing Change Control Board processes and development queue prioritization.
- Background working with social care agencies in the United States — including nonprofit behavioral health, developmental disabilities, or family services organizations — is highly valued.
- Familiarity with CCBHC (Certified Community Behavioral Health Clinic) documentation, quality measure reporting, and same-day access requirements is a strong differentiator.
- Knowledge of NYS OMH and OASAS regulatory reporting requirements (PSYCKES, CAIRS,
- OMH 132 reports, OASAS BIS) and how they drive EHR configuration projects is preferred.
- Experience facilitating UAT cycles, coordinating go-live activities, and managing post- implementation support periods.
Certifications (Preferred)
- Project Management Professional (PMP) — highly preferred.
- Certified ScrumMaster (CSM) or Professional Scrum Master (PSM).
- Lean Six Sigma Green Belt or Kanban certification a plus.
- ITIL Foundation or equivalent IT service management certification a plus.
