About Role/Project:

The Horizontal Technical Program Manager (TPM) plays a critical role in driving cross-team alignment, operational excellence, and execution across multiple engineering and business units. This role connects strategy to delivery by managing dependencies, establishing clear communication channels, and enabling teams with the right processes, tools, and support. TPM influences priorities across workstreams, fosters trust and collaboration, ensures transparent reporting, and continuously improves program operations through tooling, automation, and best-practice adoption. This is a high-impact, horizontal leadership role for someone who thrives in complex environments, drives clarity, and consistently delivers results through people, processes, and data.

The Technical Program Manager (TPM) leads cross functional, horizontal programs that span engineering, product, compliance, and business teams. TPM drives clarity, alignment, and execution by managing dependencies, improving processes, facilitating communication, and delivering predictable, data driven outcomes. This role requires strong stakeholder influence, structured problem-solving, excellent communication, and a self-starter mindset. A successful TPM simplifies complexity, accelerates team velocity, and enables operational excellence across multiple workstreams.

Responsibilities:

  • Drive Horizontal Program Management: Drive complex, cross-functional programs across multiple business units and engineering teams with clear execution plans and predictable delivery.
  • Stakeholder & Engineering Alignment: Build strong relationships, proactively manage expectations, and align priorities across engineering, product, compliance, and business teams.
  • Contribute to Research & Execution: Contribute to strategy and end-to-end execution for disruptive research initiatives, ensuring high quality deliverables, and timely milestones.
  • Manage Cross Team Dependencies & Influence Priorities: Influence decisions without authority using data and relationships; ensure dependencies are tracked, resolved, and aligned with program and compliance goals.
  • Deliver Timely, Actionable Reporting: Deliver concise and timely Weekly/Biweekly updates, MBRs, QBRs, and project reports covering status, risks, dependencies, and escalation points.
  • Data-Driven Visualization: Visualize program health through dashboards and structured reports that enable fast, data-driven leadership decisions.
  • Optimize Processes & Improve Efficiency: Identify bottlenecks and workflow gaps; introduce automation, tooling, and refined processes to reduce manual effort and increase reliability.
  • Enable Teams Through Knowledge Sharing: Promote best practices, lead brown-bag sessions, create documentation, and share learnings to uplift execution across teams.
  • Operate with Empathy, Collaboration & Influence: Understand team constraints, communicate thoughtfully, and drive alignment through trust, empathy, and collaborative problem solving.
  • Apply Strong Program & Delivery Methodologies: Use Agile, Scrum, Kanban, and Waterfall as needed; decompose complex programs into actionable workstreams with clear ownership and sequencing.
  • Ensure Operational Excellence Across Workstreams: Coordinate Dev, SDET, QA, Compliance, and Support functions; maintain documentation in SharePoint; manage ADO workflows; and produce high-quality reporting using Power BI, Excel, and PowerPoint.

Required Qualifications:

  • 7+ years in Technical Program Management or related roles.
  • Experience working with cross-functional teams in a fast-paced and ambiguous environment, managing execution of programs that span multiple Engineering teams.
  • Experience in producing structured reporting and dashboards.
  • Detail-oriented with a bias for action and problem-solving.
  • Customer-obsessed mindset with a passion for delivering value.
  • Excellent communication, problem solving, and stakeholder management skills.

Preferred Qualifications:

  • Experience with large-scale engineering organizations
  • Exposure to cloud technologies, distributed systems, or enterprise platforms
  • Experience introducing automation or driving operational improvements
  • Certifications in Agile, Scrum, or Program/Project Management
