Technical Program Manager

Program Management Responsibilities

• Manage scope, schedule, estimation, cost/budgets, stakeholders, project life cycle (SDLC), and release management
• Drive information management using tools and metrics
• Create project plans and track progress with structured thought processes (e.g., STAR)
• Communicate effectively across teams, manage conflicts, drive escalations and urgency
• Lead continuous improvements and perform root cause analysis (RCA)

Agile Methodologies & Tools

• Deep understanding and hands-on experience with Agile practices: Scrum, Kanban, SAFe (Product Roadmap, PI Planning)
• Lead planning, estimation, and review ceremonies
• Use of tools like JIRA, Rally, Confluence for dashboard creation and metric interpretation
• Drive Agile metrics across teams

Technical & Functional Understanding

• Articulate product/functional flows and system designs
• Explain high-level architecture and CI/CD pipeline strategies
• Prior hands-on development experience preferred
• DevOps or release management experience as a second preference

Role Requirements

• Exhibit Lean Management behavior and promote Agile practices across multiple teams
• Support implementation of Agile rules (e.g., Scrum, XP, build-in-quality, WIP limits)
• Act as a team facilitator and challenge existing norms to improve team performance
• Enable cadence and synchronization across teams, aligning product backlogs and dependencies
• Collaborate closely with product management for backlog health
• Drive execution of related product engineering activities across teams
• Create mechanisms for clear reporting, execution control, and continuous improvement
• Lead delivery from inception to execution across domains, with a focus on outcomes
• Maintain transparent, always-on backlogs and information radiators for visibility
• Understand business strategy and effectively represent program/product with depth
• Evaluate technical design (e.g., scalability, latency, security, performance, data integrity)
• Operate effectively in ambiguous, low-guidance situations and bring delivery structure
• Communicate clearly with teams and executives (3+ levels up), especially using groomed backlogs
• Understand engineers and operations teams needs in building and maintaining services
• Regularly review and improve program visibility and metrics
• Actively mentor and support recruitment efforts
