Job Context :

The Mining and Minerals Vertical of Hindalco is responsible for securing critical raw materials for captive consumption through the development and operation of coal, bauxite, and other mineral mines. The Mining and Minerals division serves as the backbone of Hindalco's aluminium value chain, contributing to its global competitiveness through responsible mining, operational excellence, and sustainable resource utilization. The Bauxite Mining operations play a pivotal role in supplying raw materials to Hindalco's alumina refineries at Muri (Jharkhand), Renukoot (Uttar Pradesh), and Belgaum (Karnataka).

Hindalco's bauxite mining operations are spread across multiple states - Jharkhand, Chhattisgarh, Odisha, and Maharashtra - with the Jharkhand and Chhattisgarh clusters being centrally managed from Lohardaga.

• The Lohardaga Cluster comprises Bagru, Sherendag, Bimarla, and Pakhar mines.
• The Netarhat Cluster includes Gurdari, Kujam I & II, Amtipani, and Amtipani Chirodih mines.
• The Samri Cluster in Chhattisgarh covers Samri, Kudag, and Tatijharia mines along with new leases under development. Two new projects are at exploration phase - Surbena Khajri Bauxite Block and Damchuan Bauxite Block.

Currently, Hindalco operates 17 mines across these clusters, with an additional five mines under statutory or operational closure. The bauxite mined is dispatched through Lohardaga, Tori, Richughuta, Hasel Central Crushing Unit, Barkichapi sidings and Meral Siding, ensuring seamless supply to downstream refineries.

With focus on preventive and rehabilitative medicine, there is a growing need of support system which would improve employee experience.

• Preventive Health care:
  1. Occupational Health Surveillance activities
  2. Organising special camps like Hypertension, Cancer, Diabetes, Retinopathy camp, Bone Mineral Density camps, Fibro scan, HbA1c camps etc.

The key function of this role is tooversee the progress of construction of the multispecialty hospital at Lohardaga at present and will evolve to the responsibility of complete administration of the same once it is commissioned. Criticality will be to operate this 20-bed hospital as per NABH protocol towards making advanced medical facilities available to all employees, including contractual employees and their families as well as to the community.

This position of Chief Medical Officer involves leading medical services for both Coal & Bauxite mining divisions across locations having occupational health centres helmed by medical officers of the respective cluster of mines. This role is expected to not only lead the pool of doctors responsible for providing medical services at Lohardaga cluster but also provide functional guidance to the regional heads of the integrated health services heads at Lohardaga, Gurdari, and Netharhat, operating Occupational Health Centres (OHC) in their respective areas involving maintaining the respective OHCs as per protocol, conductingInitial Medical Examination (IME)and Periodic Medical Examination (PME) of employees including contractual employees towards certifying their required level of fitness, profiling their medical needs and continuing treatment, conducting OPD and raising awareness about health and safety.Eventually this role will be expected to monitor the standard of medical services provided by all doctors deployed by third party operators of the upcoming hospital. The critical aspect of the medical services is to improve health of employees including contractual employees and their families.

• Statutory: Record maintenance of Medical Examination (Pre-employment & periodical), training, Sickness and Fitness, Injury documentation
• ABG standards: Documenting SOPs related to first aid box management, Needle stick injury, Health Surveillance and others.
• Handling all types of audits (both internal and external)
• To management of manpower at OHCs and HC
• Maintaining Medical Records e.g Medical examination records of Regular and Contract workers in hard copies, for easy retrieval.
• Report generation for Occupational Health, Malaria, Ultrasound & other notifiable diseases and complying statutory compliance.
• To procure materials required for medical from general store.
• To maintain First-Aid certificate holder Register
• To maintain NABH related document

Cost

• Scrutinizing Medicine Bills on regular basis.
• Updating in Medisys Software System for initiating reimbursement process.
• Managing daily procurement of medicines for distribution through System, preparing daily indent for shopkeepers, monitoring their availability and proper distribution.
• Management of AMCs and Calibration of equipment like Digital X Ray, OH examination related equipment like Audiometer, Spirometer, ECG, Monitors and Defibrillators.
• Effective arrangement of shift allotment schedule for doctors & staff.
• Monitoring deployment of medical equipment to each OHCs and HC both for Smelter and Power.
• Monitoring and deployment of Ambulances 24x7, both for Smelter and Power.
• Managing request for Outstation Ambulances, vehicles for consultant visits to Burla or Sambalpur.
• Contract management with different service providers and suppliers as and when required.

Cash

• Managing cash flow for movement of emergency cases and Mines injuries
• Arranging all miscellaneous payment of health centre for out siders.
• Initiating Capex items & monitoring their movement for faster procurement.
• Initiating procurement of P & B items and monitoring their flow.

Customer

• Arrangement for payment of all staff other than permanent. i.e contractual doctors, para medical staffs and house-keeping staffs.
• To process financial incentive & special leave to employee undergoing family planning operation of self or their spouses.
• To process post-retirement medical benefit bills and VRS medical bills.
• Organizing and coordinating Medical Examination of Regular and Contract workers at Health Centre and at mines.
• Time ticket booking for our wage Role employees.
• Coordinating with external hospitals & Doctors for managing patients and employees for wellness checkups.
• To efficiently co-ordinate/manage the growing number of patients (employees, their families, as well as outsiders)
• To liaison with Govt health workers and clerical staff.

Sustainability & Compliance

• Preparing daily MIS, Injury and Statistical Reports, both for Smelter and Power
• Providing monthly medical report for both smelter and power to HR dept.
• Maintain record for all assets of health Centre.
• Monitoring Biomedical waste management.
• To prepare report to chief factory inspector
• To provide all sorts of assistance assets and statistics for Health center clinic.

Safety

Ensuring Behaviour Based Safety Observations (BBSO) as well as recording and reporting UA/ UC and near misses

People development and engagement

• To arrange and organize First-aid-training course for employees and provide demonstration during training.
