All states E-Tendering, GEM,IREPS, CPPP, EPROC. A Senior Tender Executive is responsible for managing the complete tendering and bidding process for soft services, hard services, integrated facility management (IFM), housekeeping, security, technical maintenance, manpower outsourcing, and government/private contracts.
The role includes identifying tender opportunities, preparing technical and commercial bids, coordinating with internal departments, ensuring compliance, and submitting competitive proposals within deadlines.
Key Responsibilities
1. Tender Identification & Analysis
- Search and monitor:
- GEM Portal
- CPP Portal
- E-procurement portals
- Private sector RFQs/RFPs
- Analyze tender documents, eligibility criteria, scope of work, BOQ, and contract terms.
- Identify risks, profitability, and operational feasibility.
2. Bid Preparation & Documentation
- Prepare:
- Technical bids
- Commercial bids
- Compliance sheets
- EMD/BG documentation
- Company profiles and presentations
- Draft proposals for:
- Housekeeping services
- Security services
- Technical maintenance
- Pest control
- Staffing/manpower services
- Integrated facility management (IFM)
- Coordinate collection of supporting documents:
- PAN
- GST
- EPF/ESIC
- ISO certificates
- Experience certificates
- Financial statements
3. Costing & Commercial Preparation
- Prepare manpower costing and pricing sheets.
- Calculate:
- Minimum wages
- ESIC
- EPF
- Bonus
- Service charges
- Statutory compliance costs
- Coordinate with finance and operations teams for accurate pricing.
- Ensure profitability and competitiveness.
4. E-Tendering & Submission
- Upload documents on:
- GEM
- CPPP
- State procurement portals
- Client procurement portals
- Manage:
- Digital Signature Certificates (DSC)
- Online bid submissions
- Reverse auctions
- Tender fee & EMD processing
- Ensure submissions before deadlines.
5. Coordination & Communication
- Coordinate with:
- Operations team
- HR
- Finance
- Legal department
- Vendors/subcontractors
- Respond to client clarifications and pre-bid queries.
- Attend pre-bid meetings when required.
6. Contract & Compliance Management
- Maintain tender MIS and records.
- Track awarded/lost tenders.
- Ensure contract compliance and document validity.
- Support agreement finalization and work order processing.
