We are seeking an experienced Project Manager to lead the design, development, and implementation of a comprehensive Mobility as a Service (MaaS) Platform. This flagship initiative will unify mobility services including public transport, taxis, ride-hailing, and micro-mobility into a single integrated platform. The PM will be the single point of contact for all business matters and will have complete authority over project delivery.
Key Responsibilities
- Lead end-to-end project delivery for a 5-year, multi-phase MaaS platform implementation
- Act as single point of contact between the company and government stakeholders
- Manage a team of 5060 resources across development, QA, DevOps, and support
- Develop and maintain schedules, budgets, and resource plans using MS Project
- Coordinate with 20+ external system integrations (government platforms, identity/auth, payments, operators)
- Ensure compliance with UAE government standards, enterprise architecture, and security requirements
- Manage risks, issues, and change requests through formal governance
- Lead stakeholder workshops with government entities and ecosystem partners
- Oversee Agile/Scrum delivery blended with WBS-based milestone tracking
- Ensure timely delivery with strict SLA/penalty constraints
- Report project status, KPIs, and metrics to senior management and client
Requirements
- 15+ years project management experience (IT/software)
- 10+ years in mobile and web development projects
- 5+ years in digital transport/mobility solutions
- PMP mandatory
- Bachelor's in CS/Engineering/Transport Systems (Master's preferred)
- Experience with UAE government projects and procurement processes
- Strong stakeholder management in multicultural environments
- Expertise in MS Project, JIRA, and PM tools
- Experience managing 50+ member teams
- Strong Agile/Scrum + hybrid delivery expertise
