Job Description

The Senior Project Management officer is a strategic leader responsible for establishing and driving the organization's project governance framework, ensuring all projects and programs are delivered on time, within budget, and aligned with business objectives.

This role oversees portfolio management, resource allocation, and benefits realization while enforcing standardized methodologies, tools, and best practices across the enterprise.

The Senior Project Management officer provides delivery assurance, monitors risks, and ensures compliance with regulatory and quality standards.

They act as a trusted advisor to senior leadership, enabling data-driven decisions through transparent reporting and analytics.

Additionally, he/she fosters continuous improvement, builds project management capabilities, facilitates skilling of PM and Delivery Managers and drives organizational change to enhance efficiency and value delivery.

Key Responsibilities:

  • Define the PMO vision, structure, and operating model to align with organizational strategy, and setup the PMO office including processes, tools, and governance frameworks.
  • Establish project management standards, methodologies, and best practices across all delivery models to ensure consistency and quality.
  • Implement governance frameworks, stage gates, approval processes, and compliance controls to drive transparency and accountability.
  • Validate existence and effectiveness of escalation paths and decision-making protocols.
  • Conduct detailed audits of Fixed Bid and T&M projects to evaluate compliance, efficiency, and risk exposure.
  • For Fixed Bid projects, confirm scope control, change order management, Percentage of Completion Adherance,Margin protection and billing compliance
  • For T&M projects, validate time tracking accuracy, resource utilization, billing compliance, and ensure strict adherence to documented customer requirements throughout the delivery lifecycle
  • Assess gaps in SDLC processes that may impact delivery quality, timelines, or cost.
  • Check compliance with quality assurance and security policies throughout the lifecycle.
  • Monitor project health and intervene in at-risk initiatives to ensure recovery and stability.
  • Validate usage and adoption of appropriate tools across all SDLC stages for transparency and efficiency.
  • Identify systemic risks impacting multiple projects and recommend mitigation strategies.
  • Conduct quality checks, lessons learned reviews, and publish actionable audit reports.
  • Provide executive-level reporting and insights to enable data-driven decisions.
  • Recommend process improvements, governance enhancements, and compliance measures.
  • Communicate progress, risks, and decisions clearly to all stakeholders.
  • Drive continuous improvement in delivery practices and foster a culture of accountability.
  • Ensure all projects meet required quality standards and align

Qualifications:

  • Proven experience as a Delivery Manager, or a similar role with a strong track record of delivering complex projects.
  • Experience in executing Large Scale Complex fixed bid project with distributed teams across different geographies.
  • Strong understanding of project management methodologies, engineering management and tools.
  • Experience managing cross-functional teams and large-scale projects with multiple stakeholders.
  • Exceptional client management and communication skills.
  • Ability to get into details of problems brought to his/her notice and provide suitable guidance to his/her direct reports.
  • Ability to make data-driven decisions and solve problems efficiently.
  • Strong financial acumen and experience managing budgets and project costs.
  • Ability to work under challenging situations and manage multiple priorities simultaneously.
