Job Title: Senior Officer/Officer ( Catalyst)

Location: Kohima, Nagaland

Travel: As per the project need.

Position Overview

This is a partnership anchoring role focused on operationalizing two critical MOUs with SCERT Nagaland and NBSE.

The Position Encompasses

  • Lead and anchor the two critical partnerships established through MOUs with SCERT Nagaland (for State Curriculum Framework integration) and NBSE (for NCVET Awarding Body recognition)
  • Serve as the primary liaison between Nagaland field teams and central Catalyst PMU teams (content development,ToT, QP development, assessment tools)
  • Provide real-time feedback and inputs to central teams to ensure field implementation quality and relevance.
  • Coordinate programme monitoring and reporting, including school visits, data collection, consolidation and analysis of implementation feedback, and preparation of periodic progress notes/ reports and review presentations.

Key Responsibilities

In this role, you will undertake the following key operational and partnership activities:

  • Anchor and lead the two MOU partnerships (SCERT Nagaland for State Curriculum Framework integration and pre-vocational education; NBSE for NCVET Awarding Body recognition and operations) ensuring clear communication, alignment of objectives, and timely progress toward defined partnership milestones. for State Curriculum Framework integration and pre-vocational education, and (b) NBSE partnership for NCVET Awarding Body recognition and operations.
  • Establish and maintain effective two-way coordination between Nagaland field teams and central Catalyst PMU teams ensuring real-time feedback on implementation progress, identifying quality issues, and translating central team outputs (content, ToTs, QP, assessment tools) for field relevance and adoption. schools, with a focus on curriculum/content development and assessments.
  • Lead the development and implementation of vocational and pre-vocational education programmes (in collaboration with NBSE and SCERT) with outcomes focused on curriculum/content quality, effective school-level implementation, and student skill development. vocational and pre-vocational subjects, including practical assessments and certification-related processes.
  • Ensure proper documentation for the processes and progress of deliverables and support in developing knowledge documents, SOPs and toolkits that can be used in Nagaland as well as other states.
  • Facilitate orientation and capacity-building workshops for teachers, school leaders, assessors, and other functionaries, as required.
  • Coordinate with Samagra Shiksha and other concerned state offices for planning, implementation, and monitoring of skill education-related activities.
  • Manage and use MIS and other data systems for project monitoring; collect and analyse data to support evidence-based decision-making.

Present progress, key insights, and recommendations to state officials and other stakeholders, including basic analytics on participation, implementation quality, and outcomes.

  • Stay updated on relevant policies, schemes, and best practices in school education and vocational/pre-vocational education, and integrate key learnings into implementation.
  • Engage regularly with field-level stakeholders (such as teachers, school heads, district officials, training providers, and employers) to ensure smooth implementation and address on-ground issues.
  • Provide troubleshooting support and guidance to field teams and stakeholders and escalate systemic challenges where necessary.

Requirements

Experience & Skills Required:

We are looking for candidates with the following background and capabilities:

  • 4-7 years of experience in education or government project management and implementation with proven ability to manage relationships with senior government officials and navigate institutional hierarchies.
  • Graduation in any discipline is essential; PhD, a postgraduate degree in education, social sector, or technical fields is preferred.
  • Experience working with or within government education institutions (SCERTs, State Education Boards, DIETs, etc.) and building partnerships with government agencies or education boards is strongly preferred.
  • Prior experience in skill or vocational education , livelihood , curriculum / content development , or assesment/ examination system is preferred
  • Knowledge of vocational education frameworks (NCVET, NSQF), exam board operations, or curriculum development is preferred.Proficiency in MS Office Suite; experience handling large datasets and technical/academic writing.
  • Willingness and flexibility to travel across Nagaland and to work from SCERT, NBSE, and other designated locations as required.
