The Senior Manager – Application Development / IT Delivery is responsible for leading end-to-end software delivery, managing multiple development teams, and ensuring successful execution of large-scale IT programs. This role combines technical leadership, delivery management, stakeholder engagement, and strategic planning to drive business outcomes.

Required Qualifications/Experience

  • Bachelor's degree in Computer Science, Information Systems, or related field.
  • 15+ years of IT experience with 5+ years in leadership roles.
  • Hands on experience with Java technologies
  • Proven experience managing large-scale software development and delivery programs.
  • Strong understanding of SDLC methodologies (Agile, Waterfall, Hybrid).
  • Experience managing cross-functional and distributed teams.
  • Lead end-to-end delivery of software development projects from initiation to deployment.
  • Ensure delivery within scope, timeline, budget, and quality standards.
  • Define project plans, milestones, resource allocation, and delivery strategies.
  • Monitor progress, track KPIs, and provide regular status updates to stakeholders.
  • Manage risks, dependencies, and issues with proactive mitigation strategies.
  • Oversee change management and ensure smooth implementation of enhancements.
  • Manage and mentor multiple teams (10–20+ members), including developers, QA, and analysts.
  • Provide leadership to first-level managers, supervisors, and individual contributors.
  • Drive hiring, onboarding, performance management, and career development.
  • Foster a high-performance, accountable, and collaborative team culture.
  • Build team capability and ensure skill development aligned with business needs.

Delivery & Program Management

Leadership & People Management

Technical Oversight

  • Provide technical direction across application development lifecycle (SDLC).
  • Guide architecture, design, and development of scalable and secure solutions.
  • Ensure adherence to best practices in coding, security, and compliance.
  • Oversee system integration, infrastructure alignment, and deployment strategies.
  • Review technical estimates, solution approaches, and delivery methodologies.

Stakeholder & Client Management

  • Act as the primary point of contact for delivery and program-related communications.
  • Collaborate with business stakeholders, executives, vendors, and cross-functional teams.
  • Translate business requirements into technical execution strategies.
  • Influence senior leadership through clear communication and data-driven insights.

Strategic & Operational Management

  • Contribute to business planning, budgeting, and resource forecasting.
  • Drive innovation and continuous improvement in delivery processes.
  • Align delivery strategy with organizational goals and client expectations.
  • Ensure compliance with IT governance, audit, and regulatory requirements.

Process & Quality Management

  • Ensure adherence to Agile/Scrum or hybrid delivery frameworks.
  • Implement and monitor quality assurance and testing processes.
  • Drive continuous improvement initiatives across delivery and operations.
  • Establish and enforce best practices for SDLC, DevOps, and release management.

Preferred Experience

  • Experience in Healthcare domain (PBM, Medicaid, MMIS, DSS) is a plus.
  • PMP or equivalent project management certification preferred.
