Job Description

Job Title: Quantity Surveyor / Billing Engineer Civil

Department: Projects /Civil Engineering

Location: Ludhiana

Reports To: Project Manager / Head QS C Billing

Position Summary:

The Quantity Surveyor / Billing Engineer is responsible for end-to-end quantity surveying,

estimation, and billing management for real estate and infrastructure projects. This role involves

cost planning, quantity verification, contractor and client billing, budget monitoring, and cost

reporting. The position requires close coordination with design, procurement, and execution

teams to ensure financial accuracy, contractual compliance, and cost efficiency across all

project stages.

Key Responsibilities:

1. Estimation s Cost Planning

Prepare detailed BOQs, quantity take-offs, and cost estimates from architectural,

structural, and MEP drawings.

Conduct rate analysis based on market rates, CPWD norms, and project-specific

conditions.

Support budget formulation, cost optimization studies, and value engineering

exercises.

Evaluate design revisions, scope changes, and their cost impacts on overall project

budgets.

Assist in preparation of tender documents, technical specifications, and cost

comparisons for bidding purposes.

2. Billing s Measurement

Prepare, verify, and certify contractor, subcontractor, and client bills based on work

progress and executed quantities.

Maintain and validate Joint Measurement Sheets (JMS) and ensure accuracy with site

data and drawings.

Track running account (RA) bills, material reconciliation, and work certification in

coordination with site engineers.

Ensure timely submission and certification of bills to support cash flow management.

Manage final billing and project closure documentation including reconciliation and

close-out reports.

3. Cost Control s Financial Monitoring

Monitor project cost performance against approved budgets and forecasts.

Identify cost deviations, prepare variance reports, and recommend corrective actions.

Maintain updated records of change orders, variations, and additional works for

financial control.

Support procurement teams in rate negotiation and work order finalization through

accurate cost inputs.

Generate monthly cost reports, S-curves, and expenditure forecasts for management

review.

4. Documentation s Coordination

Maintain all contractual records, including drawings, correspondence, amendments,

and billing registers.

Coordinate with architects, consultants, project managers, and accounts teams for

billing approvals.

Prepare MIS reports covering billing status, financial utilization, and projected cash

flow.

Support audit requirements, ensuring completeness and accuracy of cost-related

documentation.

Participate in project review meetings and contribute to cost-related discussions.

5. Quality, Compliance s Process Improvement

Ensure all quantity and billing processes comply with IS codes, contract terms, and

company procedures.

Participate in internal/external audits, providing necessary documentation and

clarifications.

Drive process improvements in estimation, cost tracking, and documentation

practices.

Promote digital tools adoption for automated quantity take-offs and billing

management.

Support the implementation of ERP systems for integrated project cost control.

Skills s Competencies:

Strong knowledge of building construction methods, finishing works, and project

execution sequencing.

Expertise in quantity surveying, estimation, billing, and cost control for real estate

projects.

Proficiency in MS Excel, AutoCAD, and estimation/billing software such as Candy,

CostX, Primavera, or MS Project.

High level of numerical accuracy, analytical thinking, and attention to detail.

Effective coordination and communication skills across multidisciplinary teams.

Ability to handle multiple projects/sites and manage tight billing cycles.

Sound understanding of contract management, variation claims, and commercial

documentation.

Qualifications s Experience:

Education: Diploma / B.E. / B.Tech in Civil Engineering.

Experience: 510 years of relevant experience in Quantity Surveying and Billing within

real estate, infrastructure, or mixed-use development projects.

Preferred Exposure: Projects involving high-rise buildings, integrated townships,

commercial complexes, or institutional developments.

Performance Indicators (KPIs):

Accuracy of estimation and billing vs. actual project costs.

Timeliness and correctness of contractor and client billing.

Percentage of cost overruns prevented or mitigated.

Quality and completeness of documentation and MIS reports.

Compliance with contractual and audit requirements.
