Description:

We are seeking a mid-level Proposal Writer to support our Business Development / Sales Operations team in developing high-quality, compliant proposals for commercial and SLED (State, Local, and Education) customers. The Proposal Writer will manage the full proposal lifecycle from opportunity qualification and capture support through final submission across RFPs, RFQs, RFIs, SOOs, and SOWs.

This role focuses on technology, ERP, and enterprise software solutions (e.g., SAP, NetSuite, Salesforce, ServiceNow), marketplace-based offerings, and managed/professional services, and include staffing or workforce augmentation proposals. The ideal candidate combines strong writing skills with analytical rigor, including the ability to dissect complex solicitations, perform capability gap analyses, and translate technical solution architectures into clear, evaluator-focused narratives that align with RFP objectives and evaluation criteria.

Key Responsibilities:

  • Lead end-to-end proposal development for commercial and SLED opportunities, including RFPs, RFQs, RFIs, SOOs, SSN and SOWs.
  • Develop and maintain compliance matrices, proposal outlines, and cross-reference documents to ensure every requirement is addressed and traceable.
  • Write, edit, and assemble all proposal sections, including executive summaries, technical approaches, management plans, past performance, transition plans, and pricing narratives.
  • Ensure responses strictly follow solicitation instructions, including structure, order, page limits, formatting requirements and submission instructions.
  • Analyze solicitation documents to identify mandatory requirements, evaluation criteria, scoring methodology, and submission instructions.
  • Execute and support all stage gate activities across the business development lifecycle (Capture, Bid/No-Bid, Kick-Off, outline review, Pink/Red/Gold team reviews, final review, and post-submission).
  • Facilitate color team reviews, capture and track action items, and drive accountability across contributors to maintain quality and schedule.
  • Conduct capability gap analyses to determine alignment with requirements and identify needs for teaming partners, SMEs, or solution adjustments.
  • Collaborate with solution architects, account executives, and SMEs to develop technically accurate, differentiated, and benefit-driven narratives.
  • Translate complex ERP, marketplace, and enterprise platform capabilities into clear, outcomes-focused content tailored to technical and non-technical evaluators.
  • Clearly articulate implementation methodologies, configuration approaches, delivery models, and solution roadmaps.
  • Leverage AI-assisted tools (e.g., ChatGPT, CoPilot, Claude) for content development, summarization, research, and editing, while validating outputs and ensuring compliance.
  • Use proposal management platforms (e.g., RFPIO, Loopio, Responsive) and collaboration tools (SharePoint, Google Workspace, OneDrive) for content management and workflow.
  • Build and maintain a reusable content library, including solution descriptions, past performance write-ups, boilerplate language, and graphic narratives.
  • Incorporate lessons learned, win/loss analysis, and SME feedback to continuously improve proposal content and processes.

Required skills and years of experience:

  • 5+ years of hands-on proposal writing experience exclusively in commercial solution sales and/or SLED procurements (excluding staffing/workforce augmentation).
  • Demonstrated experience writing compliant proposals for technology solutions, ERP implementations, enterprise software, managed services, or professional services.
  • Proven understanding of stage gate processes and color team reviews, including deliverables and decisions at each lifecycle phase.
  • Experience conducting capability analyses to identify gaps, teaming needs, and solution fit against solicitation requirements.
  • Strong analytical skills with the ability to interpret complex RFPs/RFQs, evaluation criteria, and scoring methodologies, and to develop structured response strategies.
  • Exceptional writing, editing, and proofreading skills; able to adapt tone and complexity for executive, technical, and procurement audiences.
  • Proven ability to manage multiple concurrent proposals under tight deadlines in a fast-paced environment.
  • Proficiency with Microsoft Office Suite (Word, PowerPoint, Excel) and collaboration platforms (SharePoint, Google Workspace, or similar).
  • Proficiency with AI-assisted writing and research tools, with the ability to validate and refine AI-generated content.

Flexible/ Nice to have Skills:

  • APMP Foundation or Practitioner certification (or active pursuit)
  • Experience with SLED cooperative purchasing vehicles (e.g., NASPO ValuePoint, OMNIA Partners, Sourcewell, E&I).
  • Background in IT solutions, cybersecurity, cloud infrastructure, or digital transformation proposals.
  • Familiarity with SAP or Salesforce partner ecosystems and related go-to-market terminology.
  • Experience with marketplace-based procurement vehicles and cloud/SaaS marketplaces.

Education/ Certifications:

  • Bachelor's degree in English, Communications, Business, Information Systems, or related field (or equivalent experience).
  • APMP certification preferred but not required.

Interview process (Number of Rounds): 2 – After candidate screening, 45mins interview BD leadership and 45 minutes of hands-on session(1.5 hours in one go)
