Position Summary

WMF-India is looking for a motivated and experienced Project Operations Officer, who will play a critical enabling role in the delivery of projects focused on the conservation and restoration of heritage monuments. The role will involve ensuring that operational, contractual, and financial processes are efficient, compliant, and aligned with project timelines. It will balance project delivery support with strong financial and statutory compliance, including drafting and managing agreements, overseeing vendor and consultant processes, tracking project budgets, and supporting audits and reporting.

Qualifications & Skills

- Bachelor's degree in Commerce, Finance, Accounting, or a related field (Master's preferred).

- 3–5 years of experience in project operations, finance, contracts, or grants management; experience in conservation, heritage, or the non-profit sector is desirable.

- Proven capability for supporting project delivery.

- Strong understanding of project budgets, contracts, invoicing, and Indian taxation (including GST).

- High proficiency in MS Excel and financial systems.

- Strong coordination, follow-up, and problem-solving skills, with the ability to balance timelines and compliance requirements.

Key Responsibilities

Project Enablement & Contract Management

- Draft, review, and manage Work Orders, Agreements, and contracts for vendors and consultants, ensuring timely mobilisation for conservation projects while maintaining compliance with organisational policies and statutory requirements.

 - Act as the operational point of contact to support project teams in onboarding consultants and vendors efficiently.

- Maintain organised, complete, and audit-ready documentation for all project-related contractual engagements.

Financial Operations & Project Delivery Support

- Process vendor and consultant invoices in line with contracts, approved budgets, and internal workflows to avoid delays in project execution.

- Ensure timely payments and proactively follow up with stakeholders to support uninterrupted project delivery.

- Track project-wise expenditures against approved budgets and flag potential overruns or variances early to the FC / ED.

Project Donor & Expense Management

- Support timely receipt of donor contributions, including raising debit notes as required under funding agreements.

- Process and track project-related budget utilisation for Project Donor/ stakeholder/ Management reporting.

Governance, Controls & Compliance

- Ensure payments, financial records, and contractual obligations are accurate, complete, and compliant with applicable tax laws, funding conditions, and organisational policies.

- Identify discrepancies, non-compliances, or process gaps and escalate them with practical recommendations for resolution.

- Work closely with the CA and GST consultant to ensure ongoing compliance with current taxation and statutory requirements.

Reporting, Audit & Financial Coordination

- Assist in preparing project accounts, budgets, utilisation statements, and financial reports in coordination with the CA and CS.

- Support internal and external audits by providing timely documentation, explanations, and assistance with end-of-period project calculations.

- Maintain Project information and files for future reference of organisation

Banking & Systems

- Manage project bank accounts and undertake monthly bank reconciliations.

- Maintain accurate financial and contractual records using accounting systems and spreadsheets, enabling reliable reporting and decision-making.
