MEL Context at Peepul

Over the past two years, Peepul has built a robust, technology-enabled Monitoring, Evaluation, and Learning (MEL) function, using tools such as Power BI and Alteryx to manage large-scale, multi-programme data.

Our MEL work spans:

• Organisation-wide and programme-level Theories of Change
• Large-scale government programmes across states
• One of India's early Development Impact Bonds in education
• Deep learning from Exemplar Schools, which act as innovation and testing grounds

Over the next three years, Peepul aims to emerge as a sector thought leader in impact measurement, setting benchmarks for rigour, learning, and evidence-led programme design.

About the Role

The Project Manager MEL will lead Monitoring, Evaluation, and Learning for select high-impact programmes in Delhi and Madhya Pradesh. This role is central to how Peepul designs, adapts, and scales its interventions.

This is a leadership role for someone who thrives at the intersection of data, programme design, and decision-making. The Project Manager will ensure that evidence drives actionstrengthening programme quality, informing course correction, and contributing to Peepul's external thought leadership.

The role combines hands-on analytical work, stakeholder engagement, and strategic thinking, with clear ownership over MEL systems and outputs.

Key Responsibilities

MEL Strategy & Systems

• Contribute to organisation-wide MEL strategy and frameworks, positioning Peepul as a sector leader in impact measurement.
• Design and strengthen MEL systems, processes, and tools across programmes, with a strong execution focus.

Programme Evaluation & Learning

• Lead monitoring and evaluation for core programmes, particularly assessment reform initiatives in Bhopal.
• Design M&E frameworks, indicators, data collection tools, and learning loops aligned to programme goals.
• Ensure high-quality execution of monitoring projects, including data validity checks, analysis, interpretation, and synthesis.

Data-Driven Decision Making

• Drive evidence-based decision-making by enabling programme teams to interpret and use data effectively.
• Build the capacity of programme teams to define impact, engage with data, and integrate learnings into programme design.

Research & Thought Leadership

• Contribute to research initiatives across India and globally to build sector-relevant evidence.
• Collaborate with the MEL Lead, Communications, and Senior Leadership to shape Peepul's thought leadership agenda.
• Produce high-quality internal evaluation reports and external donor-facing reports.

Candidate Profile

Education

• Postgraduate or graduate qualification in International Development, Statistics, Education, Public Policy, Economics, or a related field.

Experience

• 68 years of experience in MEL, research management, or programme evaluation in the development sector.
• Experience in the education sector, especially assessment-informed instruction or system reforms, is a strong advantage.
• Demonstrated experience designing and implementing MEL systems end-to-end.

Skills & Competencies

• Strong quantitative and qualitative analysis skills.
• Advanced proficiency in Excel and experience with analytical tools such as SPSS, Stata, R, Python, or Alteryx.
• Ability to translate data into insights that inform strategic and operational decisions.
• High ownership, clarity of thought, and comfort working across teams and senior stakeholders.

Language

• Proficiency in English and Hindi (written and spoken).
