Job Title: Project Manager – Foundational Learning - District Project Management Units (DPMUs), Telangana

About Foundational Learning At CSF

Foundational Learning team at Central Square Foundation supports the States and Districts in designing and implementing the initiatives to achieve improved FLN learning outcomes for children.

We collaborate with Governments at State and District to:

  • Support the design and implementation of comprehensive Foundational Learning Missions aligned with NIPUN Bharat
  • Strengthen teacher capacity, academic design, and monitoring systems to improve classroom practice
  • Build district and state delivery capacity through Project Management Units (PMUs)
  • Leverage data and technology for evidence-based decision-making and targeted interventions

Position Summary


Project Manager, Foundational Learning will play a key role in supporting the design, implementation, and monitoring of FLN initiatives. This role offers the opportunity to contribute in strengthening system capacity, improve delivery mechanisms, and ensure effective implementation of foundational learning initiatives.

Key Responsibilities (include but are not limited to):

Project Management Support:

  • Develop and manage detailed project plans and timelines to ensure timely and effective implementation of initiatives
  • Coordinate activities across academic design, training, mentoring, data and Governance workstreams.
  • Regular reporting and communication: responsible for creating regular reports on the progress of the project and engage in periodic conversations on program updates

Stakeholder Management and Coordination


  • Build and maintain strong working relationships with government officials across levels
  • Prepare periodic updates, Reports and Presentations for regular Stakeholder communication

Capacity Building and Field Support


  • Conduct field visits to observe classroom practices, collect insights, and support district teams in improving on-ground implementation
  • Identify opportunities to improve implementation processes and system efficiency.
  • Document key learnings, field insights, and success stories to inform scale-up and replication.

Data and Insights for Decision-Making


  • Strengthen data systems to enable regular and reliable collection of learning and implementation data.
  • Analyze data to generate actionable insights and support state and district teams in evidence-based reviews.
  • Facilitate data-driven planning and monitoring through dashboards and review structures.

Documentation & Reporting


  • Prepare timely and accurate reports, documenting the program progress, achievements, challenges, and financial utilization
  • Document the quantitative and qualitative impact/outcomes of interventions at the district level

Required Qualifications, Skills And Abilities


  • Bachelor's degree; a Master's degree preferred (in education, management, development studies, or related disciplines)
  • 2-5 years of work experience preferably in the Elementary education sector
  • Knowledge and experience in project management, including large-scale program implementation with multiple delivery tracks and monitoring
  • Prior experience working with government stakeholders and familiarity with education reform programs is strongly preferred
  • Excellent communication skills: English and Telugu
  • Analytical mindset with the ability to derive insights from large datasets.
  • Proven technical skills in organising Microsoft Office and Google Suite information and data.
  • Entrepreneurial mindset, resourcefulness, and a can-do attitude.
  • Optimistic and enthusiastic, believing in achieving transformational change.
  • Mission-driven, adaptable, and proactive in driving results in complex environments
  • Strong skills in stakeholder management, problem-solving, and analytical thinking
