Job Description: Construction Manager (CM)

Overview: The Construction Manager (CM) is responsible for overseeing all construction activities on-site, ensuring that the project is delivered according to the highest standards of safety, quality, schedule, and cost. The CM works in close collaboration with the Project Manager and is responsible for the overall planning, direction, organization, and budgeting of the construction work. The CM represents TCE in all relationships with clients, local authorities, contractors, vendors, and other stakeholders, ensuring successful project execution.

Key Responsibilities:

Construction Management & Oversight:

  • Manage all on-site construction functions, including Health, Safety, Environment and Security (HSES), Quality Assurance and Quality Control (QA/QC), construction supervision, field engineering, site project controls, site contract administration, materials management, and general site administration.
  • Oversee the day-to-day operations of the project site, ensuring that activities are in alignment with the project goals, budget, and schedule.

Project Coordination & Reporting:

  • Report to the Project Manager regarding progress, key issues, and any occurrences that may affect project execution.
  • Coordinate with the client, project management, and project services teams to identify reporting procedures and formats that meet both client and TCE management requirements.
  • Ensure the implementation of corporate policies and procedures across all site operations.

Team Leadership & Performance Management:

  • Direct, monitor, and motivate construction engineers, subordinates, and specialists to ensure that project requirements are achieved efficiently and effectively.
  • Establish and maintain construction requirements for pre-fabrication and modularization as needed.

Compliance & Regulatory Oversight:

  • Ensure that all site activities adhere to local regulations and statutory requirements, as well as applicable national or international codes and standards.
  • Actively monitor and ensure compliance with construction standards, design deliverables, and any relevant codes.

Client Relations & Satisfaction:

  • Maintain efficient and respectful relationships with clients, ensuring high levels of satisfaction and reinforcing the importance of strong client relations within the site organization.
  • Take responsibility for customer satisfaction with regard to construction and completion activities.

Constructability & Modularization:

  • Lead efforts related to modularization planning, constructability reviews, and the development of construction strategies to optimize project efficiency.

Talent Management & Development:

  • Foster an environment of continual improvement in construction management skills and capacity, contributing to the development of the Construction Management Talent Pool.
  • Provide development initiatives to enhance the capabilities and expertise of construction management staff.

Subcontractor & Vendor Management:

  • Manage subcontractors and vendors, ensuring that their work is scheduled, coordinated, and aligned with the overall project timeline.
  • Ensure compliance with subcontract terms and oversee their adherence to the project schedule.

Health, Safety, and Environmental Management:

  • Ensure the proper implementation of corporate health, safety, and environmental programs, as well as any project-specific policies and procedures.
  • Intervene immediately to address safety concerns and ensure a safe working environment for all personnel on-site.

Change Management:

  • Identify and communicate any scope changes, preparing cost and schedule estimates for client change orders.
  • Manage the negotiation and processing of change orders with clients, subcontractors, and vendors, ensuring that all changes are documented and aligned with project goals.

Demobilization & Project Close-Out:

  • Supervise project demobilization, including the transition of staffing and the archiving of project documentation.

Experience & Qualifications:

  • Experience:
  • Minimum 10-15 years of previous construction management experience.
  • Typically, 15-20 years of experience in the design, constructability, implementation, and management of construction sites for large-scale industrial multidisciplinary projects.
  • Education:
  • Postgraduate or graduate degree in an engineering discipline.
  • Postgraduate degree or diploma in construction management is preferred.
  • Key Skills:
  • Strong leadership and management abilities.
  • In-depth knowledge of construction processes, site management, and construction planning.
  • Familiarity with national and international codes and regulations.
  • Strong interpersonal and communication skills for maintaining client relationships and managing site personnel.
  • Proficient in managing health, safety, and environmental programs.
  • Ability to manage subcontractors, vendors, and external stakeholders.
