JOB TITLE : Project Control Manager

POSITION DESCRIPTION :

The Cost Control Senior Manager will lead all cost management activities across the full project lifecycle of a premium Lake Park Project in Gurugram, India. This role is responsible for establishing and managing the project cost control framework, monitoring actual costs versus budgets, preparing cost forecasts, and coordinating with procurement, contracts, planning, and construction teams to maintain financial alignment throughout the project duration.

The Senior Manager will play a strategic role in validating contractor payment applications, tracking variations, supporting value engineering efforts, and reporting to the client on budget adherence. This role demands full alignment with the Scope of Work outlined for cost control functions and involves oversight of internal controls, financial risk assessments, and final cost reconciliations.

ROLES AND RESPONSIBILIITES :

  • Establish and implement the project cost control plan and procedures in line with contractual and client requirements.
  • The Project Control Manager will be responsible for establishing and managing the overall project controls framework, including planning, scheduling, cost control, progress monitoring, and reporting. The role ensures that the project is delivered on time, within budget, and in compliance with the Client's requirements.
  • Monitor project progress and performance against the baseline schedule and key performance indicators (KPIs).
  • Implement and manage cost control systems, including budgeting, forecasting, and cost reporting.
  • Prepare weekly and monthly progress reports, highlighting critical issues, risks, and mitigation measures.
  • Establish and manage project control procedures, including progress measurement, change control, and document control.
  • Coordinate with design, procurement, and construction teams to ensure accurate and timely data integration.
  • Identify potential delays and risks, and develop recovery plans and mitigation strategies.
  • Support value engineering initiatives and evaluate their impact on schedule and cost.
  • Manage interface with the Client on all project control matters, including reporting and approvals.
  • Track and control project expenditures, approved variations, and change orders.
  • Maintain a project-wide cost tracking register and issue periodic reports including actual vs forecast, variance analysis, and committed cost summaries.
  • Support contract negotiations and provide commercial input to procurement strategy decisions.
  • Coordinate with project accountants, external auditors, and client representatives for financial reporting and compliance.
  • Manage the final cost reconciliation process and support the preparation of close-out financial documentation..

REQUIRED QUALIFICATIONS :

  • Bachelor's Degree in Civil Engineering, Construction Management, or Master's degree preferred.
  • Minimum 20 years of professional experience in cost control and commercial management on large-infrastructure or development projects.
  • Proven experience in cost control, forecasting, and reporting systems.
  • Advanced understanding of budgeting, earned value management, cost forecasting, and variation control.
  • Proficiency in cost control software (e.g., CCS, Candy, CostX) and MS Excel (advanced level).
  • Familiarity with FIDIC contract structures, Indian building cost norms, and international cost control standards.
  • Strong leadership, communication, and reporting skills in English; local language knowledge is Mandatory.
  • Willingness to be based full-time on-site in Gurugram, India.
