Job Role Description

The Project Contracting Engineer - Advanced supports the development and implementation of define and execute-stage engineering, procurement and construction contracts for Global Projects stewarded capital projects. The Project Contracting Engineer - Advanced will be assigned to support capital projects as follows:
As part of the Select Stage Team (Stage 2), participating in the development of the project execution and contracting strategies, as well as associated EMCAPS deliverables
As part of the Define Stage Team (Stage 3), lead the contract development and contractor selection activities (i.e. bid, evaluation, negotiation and award), as well as associated EMCAPS deliverables
As part of the Execute Stage Team (Stage 4), performing contract administration through project close-out for each major contract
It is typical for the Project Contracting Engineer - Advanced to follow the contract post award and be assigned to the Project Team on a full-time basis

Job Role Responsibilities

Contracting Strategy & Planning
- Lead development of contracting strategies and EMCAPS deliverables in collaboration with Project Contracting and Execution Advisors
- Coordinate input from contractors and market intelligence teams to inform strategy
- Develop contracting plans for major contracts aligned with approved strategies
Contractor Qualification & Document Preparation
- Lead contractor screening and qualification activities, including expressions of interest, questionnaires, and evaluations
- Oversee preparation of contract documents and ensure consistency across all components, including principal documents and exhibits
- Develop bid evaluation plans for competitive bids and negotiation plans for single-source contracts
Bid Evaluation & Negotiation
- Lead commercial bid evaluations, ensuring accurate reflection of contractual and technical changes in final pricing
- Direct contract negotiations, including issue-specific plans, and coordinate decisions with project and functional leadership
- Prepare award recommendations and secure senior management approvals
Kick-Off & Administration
- Conduct internal kick-off meetings to review contract terms, change order processes, and claims avoidance strategies
- Prepare materials for external kick-off meetings with contractors to align on key clauses, deliverables, and execution procedures
- Establish and lead contract administration activities in coordination with Project and Business Services Managers
Subcontracting & Change Control
- Oversee contractor subcontracting activities and ensure proper flow-down of EPC terms and conditions
- Manage change control processes, including amendments, change notices, and change orders
- Coordinate development of project incentive plans
Performance Monitoring & Claims
- Monitor contractor performance and provide feedback to project and functional leadership
- Lead evaluation and resolution of contractor claims and potential company counterclaims
Close-Out & Knowledge Sharing
- Develop and implement contract close-out plans and ensure orderly turnover to the operating organization
- Capture and communicate lessons learned related to contract administration and subcontracting
