About the Organization
eGovernments Foundation is a leading non-profit organization dedicated to strengthening public service delivery through scalable technology-backed solutions. The Foundation works closely with governments to design, deploy, and sustain digital systems that improve outcomes in health, governance, and public administration.
About the Project
The 10BedICU Project, launched in 2021, focuses on enhancing critical care capacity in district and sub-district hospitals across India. The initiative has established 214+ functional ICUs, supported by centralized Tele-ICU services and powered by the CARE EMR platform Building on this, the project is now piloting CARE HMIS, a modular, interoperable Health Management Information System aligned with national data standards (FHIR, SNOMED CT). The pilot aims to digitize hospital processes across 30 government health facilities, strengthen documentation practices, and enable data-driven decision-making. The National Cancer Grid (NCG) TeleOPD project enables remote oncology consultations between government hospitals and Tata Memorial Hospital using a structured digital platform. It focuses on protocol-based care, standardized documentation, and training of government clinicians to improve access and continuity of cancer care. The pilot is designed for evaluation and scale-up across other NCG centres.
About the Role
As a Product Manager for the Care project, you will support the Product and Engineering teams in planning, documenting, and executing key product initiatives across multiple states. You will play a critical role in understanding inter-state healthcare delivery variations and translating these into deployable digital workflows and configuration elements, such as Activity Definitions, Plan Definitions, and Charge Item Definitions.
You will co-anchor product strategy, roadmap, and execution across CARE HMIS, Tele-ICU, and CARE Scribe (AI), ensuring alignment with clinical workflows, national standards, and on-ground realities. The role also involves stakeholder coordination, deployment oversight, and stewardship of CARE as an open digital public good.
Key Responsibilities
Product Planning & Coordination: CARE-HMIS
- Demonstrate empathy-driven product thinking by deeply engaging with doctors, nurses, hospital administrators, and HMIS coordinators to understand contextual challenges and translate them into actionable requirements
- Collaborate with engineering teams, clinical leads, and implementation partners to define and refine product requirements based on continuous field feedback
- Maintain product roadmaps and deployment timelines across multiple state implementations
- Track deployment readiness and contribute to sprint planning using GitHub Projects
- Review existing modules and workflows to identify opportunities for simplification, innovation, and improved clinical usability
- Apply a strong problem-solving approach to identify gaps and propose practical, scalable enhancements
Product Planning & Coordination Tele-ICU
- Own and drive the Tele-ICU product enhancement roadmap, systematically prioritizing and tracking feature requests from hospital teams and clinical stakeholders to evolve the product into a robust, production-grade solution
- Work closely with the Indian Society of Critical Care Medicine (ISCCM) and clinical experts to embed evidence-based protocols and specialist inputs into product workflows
- Gather, document, and triage feedback from ICU doctors, nurses, and administrators, translating real-world operational needs into clear, actionable specifications
- Coordinate with state health departments and hospital partners to validate workflows across diverse ICU settings, ensuring alignment with on-ground realities
- Track product maturity, adoption metrics, and usage patterns to drive continuous improvement grounded in both clinical evidence and field performance
- Ensure alignment with CARE HMIS standards, maintaining interoperability through FHIR-compliant data flows
CARE Scribe (AI) Implementation
- Own the product roadmap and pilot deployment across 154 hospitals in 8 states, including feature prioritization, rollout planning, and coordination with state health departments
- Work closely with clinical validation teams (senior doctors and interns) to gather structured feedback on transcription accuracy, usability, and workflow integration across OPD, wards, and ICUs
- Translate pilot learnings into actionable engineering requirements, including enhancements such as noise cancellation, speech diarization, multi-model AI routing (e.g., Bhashini, Sarvam), and FHIR/SNOMED-based EMR mapping
- Track and report key success metrics, including transcription accuracy, clinician adoption, and documentation time reduction
- Collaborate with engineering and DevOps teams to monitor AI token usage and costs at doctor, hospital, and consultation levels to support scale-up decisions
- Establish strong feedback loops with clinicians and administrators to identify adoption barriers and continuously improve the product
- Support training, onboarding, and on-ground deployment through coordination with field teams and development of training materials
- Ensure seamless post-deployment support in coordination with Product Ops and engineering teams
Documentation & Standardization
- Create and maintain product documentation in Notion, including user stories, SOPs, and implementation guides
- Coordinate creation of FHIR-compliant resources like Activity Definitions, Plan Definitions, and ChargeItem Definitions
- Ensure documentation reflects inter-state workflows, field-tested configurations, and practical learnings from hospital implementations to support scalable and user-friendly deployments.
FHIR Mapping & Standards Alignment
- Map user stories and feature requests to FHIR workflows such as CarePlans, Observations, Encounters, and ServiceRequests
- Develop requirement specifications aligned with national and international standards
- Maintain traceability between user needs and digital implementations
Stakeholder & Partnership Management
- Liaise with clinicians, administrators, and public health officials across states with empathy and active listening, deeply understanding on-ground realities and user frustrations, and bridging the gap between field needs and technical execution by communicating user context clearly to the engineering team.
- Coordinate with strategic partners and align requirements with government health priorities
- Represent the Care HMIS team in external working groups, task forces, and community forums
Open Source & Community Engagement
- Manage community feedback, issues, and contributions through GitHub
- Contribute to discussions and pull requests from open-source contributors
- Promote transparency, usability, and reuse of CARE's architecture by public health teams and developers
- Facilitate onboarding and collaboration for external contributors and partner developers
Required Skills & Qualifications
- Bachelor's degree in Health Informatics, Engineering, Public Health, or a related field
- 5-7 years of experience in product or implementation roles
- Hands-on experience with GitHub for project management and open-source collaboration
- Familiarity with FHIR and clinical data standards
- Excellent coordination, writing, and communication skills
Preferred Qualifications
- Prior experience in public health digital projects or EMR/HMIS implementations
- Proficiency in Notion, GitHub Projects, and documentation workflows
- Working knowledge of FHIR resources such as Encounter, Observation, ServiceRequest, and CarePlan
- Experience managing or contributing to open-source health software
- Exposure to AI pilots, clinical validation, or cost modelling for AI systems
- Comfort engaging with diverse stakeholder groups including government, clinical teams, and developers
