Job Description: Construction Manager (CM)

Position Overview

The Construction Manager (CM) holds the overall responsibility for managing all construction activities at the site in collaboration with the Project Manager (PM), in accordance with the Project Execution Plan. The CM, working from the project office, is responsible for planning, direction, organization, and budgeting of all construction work to meet the highest standards of safety, quality, and efficiency, while adhering to time and cost constraints. The CM is also responsible for conceptual development, organizing, scheduling, and implementing strategies for construction projects. Additionally, the CM acts as the TCE representative for all relationships with clients, local authorities, partners, contractors, and vendors.

Experience

  • Minimum 10-15 years of previous construction management experience.
  • Typically 15-20 years of experience in design, constructability, implementation, and management of construction sites for large-scale, multidisciplinary industrial projects.

Qualification

  • Postgraduate or graduate in an engineering discipline.
  • Postgraduate degree or diploma in construction management (preferable).

Key Responsibilities

  • Onsite Function Management:
  • Oversee health, safety, environment, and security (HSE) protocols, quality assurance and control, construction supervision, site project controls, contract administration, materials management, and overall site administration.
  • Day-to-Day Operations:
  • Manage daily operations of the project site, including associated facilities and services.
  • Progress Reporting:
  • Report to the Project Manager on project progress and any occurrences in the field that may impact project execution.
  • Coordination and Reporting:
  • Coordinate with the client, project management, and project services to identify required reporting procedures and formats for both client and internal management needs.
  • Compliance with Policies:
  • Ensure full implementation of corporate policies and procedures on site.
  • Team Management:
  • Direct, monitor, and motivate construction engineers, specialists, and other subordinates to ensure project requirements are met efficiently.
  • Prefabrication and Modularization:
  • Establish the construction requirements for pre-fabrication and modularization, ensuring timely planning and execution.
  • Regulatory Compliance:
  • Ensure adherence to all local regulations and statutory requirements for site activities.
  • Client and Stakeholder Relations:
  • Maintain efficient and respectful relations with the client or owner on site, emphasizing the importance of client satisfaction within the site organization.
  • Work Quality and Standards:
  • Ensure all work is carried out according to applicable codes, standards, and design deliverables (such as drawings and specifications).
  • Modularization and Constructability:
  • Responsible for modularization plans, constructability reviews, and construction strategies to ensure optimal project delivery.
  • Customer Satisfaction:
  • Establish and maintain strong working relationships with clients, taking responsibility for ensuring customer satisfaction during construction and completion activities.
  • Continuous Improvement:
  • Foster a culture of continuous improvement in construction management skills and expertise, developing initiatives to build and sustain a holistic construction management talent pool.
  • Subcontractor and Vendor Management:
  • Manage subcontractors and vendors to ensure work is scheduled and coordinated in advance. Provide direction and ensure compliance with subcontract terms and project schedule.
  • Health, Safety, and Environment (HSE) Compliance:
  • Ensure proper implementation of the corporate HSE program and any project-specific safety policies. Intervene immediately to resolve safety concerns on site.
  • Change Management:
  • Manage scope changes, prepare and submit cost and schedule change estimates, negotiate and process client change orders, and issue change orders to subcontractors and vendors.
  • Project Demobilization:
  • Supervise project demobilization, staffing transitions, and document archiving to ensure smooth project completion and transition to the next phase.
