Role Overview
The Policy, Investment & Workforce Specialist will lead work related to policy formulation, investment mobilisation, and workforce development to support India's growing clean energy manufacturing ecosystem. The role requires experience engaging with government bodies, financial institutions, and industry to strengthen the policy and workforce landscape for cleantech sectors.
Location: New Delhi (onsite at client location)
Experience Required: 7+ years
Qualification: Master's degree in Public Policy, Economics, Finance, Engineering, or Technology
Key Responsibilities
1. Design & Analyse Policy Instruments: Develop evidencebased recommendations and design policy instruments such as DCR, ALMM, and other measures that promote domestic manufacturing and technology adoption.
2. Facilitate Investment Mobilisation: Engage with multilateral institutions, climate financiers, and investors to structure funding solutions, blended finance mechanisms, and PPP models for clean energy and manufacturing sectors.
3. Lead Cleantech Workforce & Skilling Roadmap: Support development of workforce strategies aligned with MSDE/NSDC/ITI systems and industry requirements. Identify skill gaps and design targeted capacitybuilding programs.
4. Government & Stakeholder Engagement: Coordinate discussions with government agencies, regulatory bodies, training institutions, and industry associations to advance policy and investment objectives.
5. Industrial Policy & Market Development: Analyse global industrial policy trends and recommend measures to strengthen India's competitiveness, manufacturing incentives, and supplychain development.
Required Qualifications & Experience
Experience in the following areas:
Designing policy frameworks,
Facilitating investment,
Drafting skilling strategies aligned with MSDE/NSDC/ITI systems,
Engagement with government on financing, PPPs and industrial policy.
Skills & Competencies
Strong policy design, economic analysis, and regulatory understanding
Experience with blended finance and investment mobilisation
Strong communication, stakeholder management, and analytical writing skills
Ability to work across policy, finance, workforce, and industrial domains.
