Job Title: Monitoring, Learning and Evaluation (MLE) Specialist

Job Summary
The MLE Specialist will be responsible for developing and implementing a robust Monitoring, Learning, and Evaluation framework for the Women's Economic Empowerment Program (WEP). The position entails data management, analysis, system development, capacity building, and ensuring evidence-based learning and adaptive programming aligned with project goals.
Qualifications & Experience
Educational Qualification:
- Master's Degree in Statistics, Data Science, Economics, or Social Science.
Work Experience:
- Minimum 15 years of experience in the public sector, preferably in the social sector.
- Prior experience in projects related to women's economic empowerment, particularly in West Bengal, is highly desirable.
- Experience in World Bank-funded projects will be an added advantage.
- Experience in government or UN-funded projects preferred.
Key Responsibilities
Monitoring & Evaluation
- Design results-based monitoring frameworks, including output, outcome, and impact indicators.
- Develop comprehensive M&E plans and identify appropriate data sources and means of verification.
- Design and implement evaluations (baseline, midline, endline) using both quantitative and qualitative methods.
- Ensure evidence-based documentation and learning integration for adaptive management.
MIS and Data Management
- Coordinate with ICT consultants to develop and maintain a robust MIS system.
- Design and roll out data collection tools to ensure the effective use of data management software and cloud-based platforms.
- Support regular reporting to stakeholders, including DWCDSW and allied departments.
Capacity Building & Knowledge Management
- Conduct training for PMU staff on data collection, evaluation, and analysis.
- Capture best practices and success stories from field implementation.
- Contribute to knowledge development materials, including reports, IEC materials, and presentations.
- Develop community and stakeholder feedback mechanisms for continuous program improvement.
Skills & Competencies
- Proven experience in customised M&E frameworks and MIS design.
- Strong analytical skills with proficiency in both quantitative and qualitative methodologies.
- Proficiency in MS Office Suite (Word, Excel, PowerPoint).
- Knowledge of data analysis software and visualisation tools.
- Excellent communication skills in English and Bengali.
- Ability to manage multiple tasks and meet deadlines.
- Strong networking, advocacy, and negotiation skills.
- Willingness to travel extensively to districts.
