MDM Specialist Job Description

Role Summary

The MDM Specialist will design and implement Master & Reference Data Management capabilities for the Enterprise Data Warehouse on GCP (BigQuery). The role ensures trusted, governed master data (e.g., Customer, Policy, Agent, Provider, Product, Branch/Sales hierarchy) that is consistent across Bronze/Silver/Gold, supports 300 reports, data products & APIs, and aligns with interoperability standards FHIR and ACORD.

Key Responsibilities

1) MDM Strategy & Data Domain Ownership

  • Define MDM scope, master domains, golden record strategy, and survivorship rules aligned to enterprise data model and reporting needs.
  • Establish reference data standards (code sets, enumerations, hierarchies), including sales hierarchy required for embedded portal reporting.

2) Data Modeling & Canonical Alignment (FHIR + ACORD)

  • Design logical & physical models for master/reference entities and harmonize mappings to FHIR + ACORD canonical representations where applicable.
  • Produce mapping specs and data dictionaries to maintain traceability from source to report/API.

3) Match/Merge, Golden Record & Stewardship Enablement

  • Implement matching rules, de-duplication logic, identity resolution, and golden record creation in the Silver/Gold layers.
  • Define stewardship workflows: ownership, exception management, approvals, and remediation with business stakeholders.

4) Data Quality Controls for Master/Reference Data

  • Define DQ rules for MDM entities: completeness, uniqueness, validity, referential integrity, timeliness and reconciliation checks.
  • Implement automated checks at ingestion and transformation stages; contribute to DQ dashboards and quality metrics reporting.

5) Governance, Metadata, Lineage, and Compliance

  • Ensure master/reference datasets are cataloged with metadata, lineage, business definitions and security classifications using approved governance tooling (e.g., Dataplex/Data Catalog and/or enterprise tools referenced in the scope).
  • Support audit readiness: traceability, evidence, retention/lifecycle policy alignment, and secure access controls (RBAC, least privilege).

6) Enablement for Reporting, APIs, and Self-Service

  • Provide consumption-ready master views in Gold marts for Looker semantic layer and for API/data product exposure (GraphQL/REST).
  • Ensure MDM supports self-service reporting, including consistent dimensions and hierarchies used across dashboards and regulatory outputs.

7) Delivery & Operationalization

  • Work in agile sprints: refine backlog, define acceptance criteria, support SIT/UAT, and provide operational runbooks for MDM pipelines.
  • Participate in governance gates and compliance reviews with relevant councils (TAC/Security/Cloud COE) as required by the program.

  • MDM domain blueprint + entity definitions + stewardship model
  • Canonical mapping specs (FHIR/ACORD touchpoints) + data dictionary entries
  • Golden record logic implemented in Silver/Gold (match/merge/dedup)

  • Catalog/lineage entries + security tagging + audit evidence pack
  • MDM consumption views for Looker + APIs/data products, documented and versioned

Required Skills & Experience

Must-Have

  • 610+ years in MDM / Master Data / Reference Data / Data Governance programs.
  • Strong data modeling (conceptual/logical/physical), especially around dimensions, hierarchies, and identity resolution.
  • Hands-on with data quality, profiling, reconciliation, and exception workflows.
  • Experience delivering MDM for regulated domains (health/insurance preferred) and working with compliance/security requirements.

Technical

  • GCP data stack familiarity: BigQuery concepts, orchestration patterns, and working alongside Dataflow/Beam-based pipelines (as per scope).
  • Metadata/lineage tools exposure: Dataplex/Data Catalog and/or enterprise governance tools (references exist in scope).
  • Understanding of interoperability frameworks FHIR and ACORD concepts (mapping awareness).

Stakeholders & Interfaces

  • Data Engineering Squad (pipelines, transformations, medallion layers)
  • Data Governance & Security (metadata, lineage, DQ, RBAC, compliance)
  • Reporting & Analytics (Looker semantic layer, regulatory reporting readiness)
  • Data Products & API (data contracts, API payload consistency)
  • business owners/stewards for domain sign-off and exception resolution

Success Measures (KPIs)

  • % reduction in duplicates for key entities (Customer/Agent/Policy)
  • DQ pass rate for MDM entities (completeness/uniqueness/validity) aligned to program acceptance criteria
  • Time to resolve MDM exceptions with stewardship workflows
  • Traceability: lineage coverage from source master marts reports/APIs

Nice-to-have (Differentiators)

  • Prior implementation experience in health insurance domains (Policy, Claims, Agent hierarchies).
  • Experience supporting pixel-perfect regulatory reporting dependencies (consistent reference/master data).
  • Familiarity with operating model elements: runbooks, monitoring KPIs, DR considerations.
