Manager – Impact Assessment (2 Positions)

Role Summary
We are seeking an experienced Manager to scale Impact Assessment work within the Economics and Public Policy team at PwC. The role involves designing and delivering rigorous economic, social, and programmatic impact assessments for public sector, multilateral, and private sector clients. The Managers will be responsible for end to end project delivery, client engagement, team leadership, and contribution to business development.
Key Responsibilities
1. Project Delivery & Technical Leadership
- Lead economic impact assessments, social impact assessments, and impact evaluations using robust quantitative and qualitative methodologies.
- Design and apply impact measurement frameworks, including theory of change, logical frameworks, results frameworks, and indicators.
- Oversee application of econometric, statistical, and evaluation techniques (e.g., quasiexperimental methods, before–after analysis, contribution analysis, SROI where relevant).
- Ensure highquality outputs including technical reports, policy notes, dashboards, and client presentations, suitable for senior government and corporate stakeholders.
2. Client Engagement & Advisory
- Act as the primary engagement manager for clients across government, PSUs, multilaterals, donors, and corporates.
- Translate complex impact findings into clear, actionable insights for non technical audiences, including policymakers and CXOs.
- Support clients in using impact evidence for policy design, programme improvement, funding decisions, and reporting.
3. Team Management & Capacity Building
- Manage and mentor consultants, analysts, and associates, providing technical guidance and quality assurance.
- Review analytical work, survey instruments, evaluation designs, and draft reports to ensure methodological rigour.
- Build internal capability in impact assessment tools, data analysis, and evaluation standards.
4. Business Development & Practice Growth
- Contribute to proposal development, technical bids, EOIs, and tenders related to impact assessment and evaluation, while managing the risk and quality processes.
- Support development of new service offerings (e.g., impact evaluation, social value quantification, outcome measurement).
- Build long term client relationships and help expand the Impact Assessment practice, in line with consulting growth expectations at Manager level.
Required Qualifications & Experience
Education
- Postgraduate degree in Economics, Public Policy, Development Studies, Statistics, Social Sciences, Public Health, or related fields.
Experience
- 8–12 years of relevant professional experience, including at least 1-2 years at Manager or equivalent level in consulting, advisory, government, or development sector organisations.
- Demonstrated experience leading impact assessments, impact evaluations, or social/economic valuation studies for large programmes or investments.
- Prior experience in Big4, top consulting firms, multilateral agencies, or reputed policy/impact advisory organisations is preferred.
Technical Skills
- Strong grounding in impact evaluation methodologies, data analysis, and research design.
- Experience with quantitative methods (econometrics, statistical analysis, survey analysis); familiarity with qualitative methods is essential.
- Ability to supervise analytical work in tools such as Stata, R, Python, SPSS, or Excel (tool choice flexible; methodological depth is critical).
- Understanding of public policy, social sector programmes, CSR/ESG impact measurement, or infrastructure and large public investments is desirable.
