Procurement Planning

  • Responsible for and planning, organising and managing the procurement process for all projects as per the master schedules of the Project and as per Procurement Plan and Execution Strategy for individual Projects.
  • Ensures that the procurement process is in adherence to company and client requirements, company policies and procedures to ensure successful delivery of project requirements.
  • Develop the detailed procurement plan in conjunction with Project/site Procurement Managers/Coordinators the Projects.

Leading the Procurement Process

  • Handle and manage Project RFQ's, commercial evaluations, PO award and PO administration to final delivery and PO close out.
  • Manages and coordinates the preparation of invitation to bid (ITB) undertaken for procurement his value capital items and bulk items in projects, runs the process of request for qualifications (RFQs), and request for proposals (RFPs); ensures that ITBs, RFQs, and RFPs are conducted consistent with appropriate requirements; manages pre-qualification process; advises staff on conducting pre bid/proposal conferences and public bid/proposal opening, evaluating bids/proposals, and determining responsiveness and responsibility of offers.
  • Oversees all Procurement activities associated with the effective purchasing of Project requirements by the Procurement Department in accordance with Project or end user schedules, specifications and budgets.
  • Weighing up tenders from potential suppliers, negotiating prices, agreeing contracts with terms and conditions, Negotiating and preparing the final comparison sheet as per specifications and budgets of the projects.

Vendor development

  • Develop and maintain a commercially sound Vendor base, survey the market for new supply sources including non-traditional ones and maintain Project Approved Vendor List.
  • Evaluate vendor performance on continuous basis.
  • Monitor and review market conditions and price & delivery trends for Project materials and equipments.

Other Roles

  • Provide procurement support for Bids, and when necessary, participate in bid reviews and evaluations.
  • Provide support to project cost controls in procurement related activities, bid versus buy analysis and the preparation of cash flow plans for project purchases orders.
  • Provides expert guidance in construction procurement and contract administration, including alternative delivery such as design-build (DB) and assist contract administration in reviews plans, specifications, reports, and other documents for consistency with the selected contracting approach.
