Position Summary
Milliman Global Corporate Services (GCS) is seeking an experienced and dynamic Manager, IT Infrastructure & Cloud Services to partner with US-based peers to develop a shared strategy and lead a team of engineers in India responsible for delivering and operating secure, scalable infrastructure and cloud platforms supporting Milliman's global practices. This role will be a local peer to the existing Manager, IT Operations & M365 in India. The two roles will work closely to ensure end-to-end operational excellence across 24x7 global services.
The ideal candidate is a hands-on leader who can drive cloud adoption, modernize infrastructure, enable data platforms, improve processes, foster inclusive collaboration, and communicate clear business value to technical and non-technical stakeholders.
This role focuses on infrastructure platform engineering, cloud services, DevOps enablement, and supporting the data platform and AI-enabling capabilities.
This role reports to the GCS IT Director of Infrastructure, Operations and Cloud Services (IOC).
Primary Duties and Responsibilities
Team Leadership and People Management
- Lead and develop a high-performing team of infrastructure and cloud services engineers.
- Set clear goals and KPIs in collaboration with all IOC leadership, provide mentorship and coaching, and conduct performance evaluations.
- Hire and onboard team members build diverse, inclusive teams and a culture of psychological safety and continuous learning.
- Establish staffing plans, on-call rotations, and coverage models that support 24x7 global operations in conjunction with broader IOC team.
Infrastructure Platform Engineering
- Manage engineers who support on-premises, virtualized, and cloud infrastructure (servers, storage, containers) ensuring high availability, reliability, scalability, and performance.
- Drive local team capacity planning, patching, configuration management, backup and recovery, and disaster recovery.
- Ensure team executes on infrastructure-as-code and automation (e.g., Terraform, Ansible) vision to improve consistency and speed.
Cloud Services and Data Enablement
- Oversee engineers who manage and optimize multi-cloud platforms (AWS and Azure), including landing zones, IAM, networking, security, and guardrails.
- Ensure team executes on cloud cost management and FinOps practices for transparency, optimization, and budgeting.
- Align with broader IOC team to evaluate and pilot emerging technologies for practical, secure, and compliant business use cases articulate value and adoption paths.
DevOps and CI/CD Enablement
- Partner with DevOps resources in the design and operation of secure, resilient CI/CD pipelines, artifact management, and GitOps workflows.
- Align with broader IOC team to establish SLOs/SLAs, observability (monitoring, logging, tracing), incident response, and post-incident reviews.
- Ensure global collaboration to improve existing runbooks, automation, and standards to reduce issues and improve meantime to recovery.
Networking and Voice Infrastructure
- Oversee engineers that manage infrastructure elements of WAN/LAN, VPN, DNS, load balancers, and cloud networking.
- Ensure uptime of integrations between voice/communication platforms and cloud/infrastructure services in collaboration with relevant teams.
Security, Compliance, and Governance
- Partner with Information Security to implement and maintain security controls (MFA, RBAC, encryption, key/secrets management, vulnerability management).
- Lead engineers that embed policy-as-code and compliance guardrails support audits and regulatory requirements across geographies.
- Collaborate with architects to refine standards, implement technology roadmaps while ensuring consistent and secured implementations.
Service Delivery and Operations
- Provide follow the sun service delivery and incident response for infrastructure and cloud platforms track and report on performance metrics, SLAs, and operational KPIs.
- Drive problem, change, and configuration management aligned with ITIL best practices.
- Identify and implement process improvements that enhance efficiency, reliability, and customer satisfaction.
Cross-Functional Collaboration and Stakeholder Engagement
- Collaborate with practices, product teams, data teams, InfoSec, and global IT groups to align platform capabilities with business needs.
- Communicate complex technical topics clearly to non-technical leaders build business cases and executive-ready narratives that link technology investments to outcomes.
- Partner closely with peer IOC managers to ensure seamless end-to-end service integration across global operations.
Qualifications Required
- Bachelor's degree in Information Technology, Computer Science, or a related field or equivalent experience.
- 10+ years of experience managing cloud services and infrastructure in a global context, with at least 5+ years leading engineering teams.
- Demonstrated knowledge of data center, virtualization and cloud networking including, but not limited to: VPN, load balancing, DNS, and cloud network architectures.
- Solid understanding in AWS, Azure, and/or GCP knowledge of cloud-native services, IAM, networking, security, and cost optimization.
- Strong grasp of observability, incident and change management, and ITIL-aligned operations.
- Proven track record driving process improvements, standardization, and operational excellence across distributed teams.
- Excellent communication and interpersonal skills ability to influence and engage stakeholders at all levels.
- Demonstrated inclusive leadership, talent development, and team-building skills across diverse, cross-cultural teams.
Qualifications Preferred
- Master's degree in a related field.
- Experience operating in multinational organizations and supporting 24x7 global services.
- Knowledge and understanding in containers and orchestration (Docker, Kubernetes), infrastructure-as-code, automation, and CI/CD.
- Relevant certifications and training in AWS/Azure/GCP professional-level, ITIL, project management, Databricks, or security certifications.
- Familiarity of Databricks and AI/ML platform enablement, emerging AI technologies (e.g., OpenAI, Google PaLM) and enterprise adoption patterns.
