Site Name: India - Maharashtra - Worli Mumbai Posted Date: Apr 16 2026 Position Summary The Manager- Enterprise & Access Support serves as a key enabler to ensure successful participation in public and government tenders for GSK. is responsible for overseeing and guiding a team of executives in the Enterprise & Access Support This role plays a critical bridge between the Access, Public Account, and Commercial teams in ensuring fulfilment of all public tenders, rate contracts, and annual sourcing across both federal and state procurement agencies. The incumbent will drive penetration, public ecosystem presence, fund mobilization, and operational excellence across public healthcare accounts. The primary objective is to accelerate patient access to innovative therapies while ensuring financial discipline, supply continuity, and strong stakeholder advocacy within the public sector ecosystem. Key Responsibilities Public Ecosystem Presence & Tender Management Lead the identification, preparation, and submission of high-value tenders for federal and state government bodies, ensuring alignment with GSK's commercial objectives. Achieve rate contract awards and successful tender participation for GSK products through State of Funding (SoF) mechanisms within defined timelines. Monitor and analyze the public procurement landscape to identify upcoming rate contracts and annual sourcing opportunities in advance. Develop strategic pricing proposals in collaboration with Finance and Commercial teams to ensure competitive yet profitable bids. Cross-Functional Collaboration & Stakeholder Management Act as the primary liaison and critical bridge connecting the Access, Public Account, and Commercial teams to align strategies for government business. Coordinate with Regulatory, Supply Chain, Medical, and Legal departments to ensure all technical and compliance requirements for tender submissions are met without exception. Collaborate cross-functionally with Public Access, Medical, Commercial, Supply Chain, and PSP teams to identify and remove systemic barriers. Facilitate regular stakeholder meetings to track tender status, resolve bottlenecks, and ensure timely execution of contract deliverables. Manage and enhance stakeholder equity in key public ecosystems, building strong relationships with decision-makers and influencers across public healthcare institutions. Contract Fulfillment & Operational Excellence Oversee the end-to-end fulfillment process for awarded tenders, ensuring that supply commitments to federal and state agencies are met on time and in full. Manage the lifecycle of Rate Contracts, including renewals, amendments, and price revisions as per government notifications. Reduce prescription-to-access Turnaround Time (TAT) by the agreed percentage through improved coordination and process optimization through timely submission of documents. Maintain a centralized repository of tender documents, bank guarantees, and contract agreements to ensure audit readiness at all times. Monitor competitor activity and pricing strategies within the public procurement space to refine internal bidding tactics. Compliance & Risk Management Ensure all tender submissions strictly adhere to the integrity principles of GSK and the specific statutory requirements of the procuring agency. Manage institutional distributors with a strong focus on compliance and governance standards (For Documentation). Identify potential risks in contract terms and conditions, escalating issues to Legal and Compliance teams where necessary. Leadership & People Management Lead, and develop a team of Executives to ensure high performance, operational rigor, and consistent delivery. Set team priorities, allocate workloads, and ensure optimal resource planning for all tender-related activities. Build technical and functional capability in tender management, public procurement norms, documentation, and government contracting. Conduct regular team performance reviews and individual development planning. Foster a culture of integrity, collaboration, compliance, and ownership within the team. Qualifications & Experience Education: Bachelor's degree in business administration, Pharmacy, Life Sciences, or a related field. . Experience: Minimum of 7+ years of relevant experience in Tender Management, Public Procurement, or Institutional Sales within the Pharmaceutical or Healthcare industry. Proven track record of managing government rate contracts and diverse public sourcing models. Required Skills & Competencies Public Procurement Expertise: Deep understanding of government tender processes, federal and state-level procurement regulations, and tender documentation requirements (e.g., GeM portal proficiency, if applicable). Tender Analysis & Strategy: Strong capability to analyze tender requirements, pricing structures, competitive landscapes, and develop winning bid strategies. Cross-Functional Collaboration: Proven skills in coordinating with diverse internal teams (Access, Commercial, Supply Chain, Legal, Regulatory) to compile comprehensive tender submissions. Attention to Detail: Meticulous approach to documentation, compliance requirements, and tender specifications to prevent technical disqualifications. Contract Management: Solid understanding of rate contract lifecycle management, renewals, amendments, and fulfillment obligations. Analytical & Strategic Thinking: Data-driven mindset for tender evaluation, resource allocation, and competitive pricing analysis. Communication: Excellent written and verbal communication skills for drafting technical bids, proposals, and coordinating with procurement agencies. Execution Excellence: High sense of ownership, accountability, and execution rigor with ability to manage multiple tenders simultaneously under tight deadlines. Stakeholder Management: Ability to navigate matrix organizations and coordinate effectively with cross-functional teams without direct authority.
