Job Description: HSE Engineer (Wind Project)

Job Title: HSE Engineer / Safety Officer

Department: Project Management / HSE

Reports to: Project Manager / Head of HSE

Location: Karnataka/Tamil Nadu.

Employment Type: Full Time.

Job Summary

The HSE Engineer will be responsible for implementing, monitoring, and enforcing Health, Safety, and Environment (HSE) standards & customer requirements. This role requires a strong focus on high-risk activities specific to wind farms, including working at heights, and transmission line works. The primary objective is to achieve Zero Harm by ensuring compliance with local regulations and international standards (e.g., GWO).

Key Responsibilities

1. Site Safety & Compliance

  • Risk Management: Conduct daily Job Safety Analysis (JSA) and Hazard Identification and Risk Assessment (HIRA) for critical activities like turbine erection, crane operations, and cable laying.
  • Permit to Work (PTW): Manage and authorize the PTW system for high-risk tasks, ensuring all safety prerequisites (LOTO, anchor points) are met before work begins.
  • Site Inspections: Perform daily walkthroughs to monitor PPE compliance, scaffolding stability, and electrical safety measures.

2. Wind-Specific Safety Operations

  • Work at Heights: Oversee safety protocols for technicians climbing towers, ensuring fall arrest systems, gliders, and harnesses are inspected and certified.
  • Lifting & Rigging: Supervise heavy lifting operations (nacelle, blades, tower sections) to ensure ground stability, proper rigging gear usage, and safe exclusion zones.
  • Electrical Safety: Enforce strict Lockout/Tagout (LOTO) procedures during commissioning and maintenance of substations and internal turbine electricals.

3. Training & Culture

  • Induction: Conduct HSE induction for all new employees, contractors, and visitors entering the site.
  • Toolbox Talks: Lead daily toolbox talks (TBT) to brief teams on specific hazards related to the day's weather (wind speed, lightning risks) and tasks.
  • Drills: Organize emergency response drills, including high-angle rescue from nacelles and medical evacuation from remote locations.

4. Reporting & Auditing

  • Incident Investigation: Lead investigations for any near-misses or accidents, utilizing Root Cause Analysis (RCA) to prevent recurrence.
  • Documentation: Maintain up-to-date records of safety stats (safe man-hours), equipment certifications, and waste disposal manifests in compliance with environmental laws.

Requirements & Qualifications

Education & Certification:

  • Diploma/Bachelor's degree in Engineering (Electrical, Mechanical, or Civil) or a B.Sc. in Environmental Science.
  • Mandatory: Diploma in Industrial Safety (recognized by the State Technical Board or equivalent).
  • Preferred: NEBOSH IGC (International General Certificate) or OSHA certification.
  • Bonus: GWO (Global Wind Organisation) Basic Safety Training certification.

Experience:

  • 0-3 years of experience in HSE roles within the Construction, Power, or Renewable Energy sectors.
  • Specific experience with EPC (Engineering, Procurement, Construction) phases of wind projects is highly desirable.

Skills:

  • Deep knowledge of lifting plans and crane safety.
  • Proficiency in emergency rescue techniques for working at heights.
  • Strong understanding of electrical safety standards (e.g., NFPA 70E or local equivalent).
  • Ability to work in remote locations and varied weather conditions.

Key Performance Indicators (KPIs)

  • Zero Fatalities and reduction in Lost Time Injuries (LTI).
  • 100% closure rate of audit non-conformances within deadlines.
  • Execution of all planned safety drills and training sessions.

Working Conditions

  • Physical Demands: Frequent climbing of wind turbine towers (up to 80m-120m) and walking on uneven terrain.
  • Environment: Remote outdoor sites; exposure to extreme weather (high winds, heat, rain).
