Role Purpose
The HIS Delivery & Process Manager is responsible for enforcing delivery discipline across
legacy and modern HIS platforms for multiple team members. This role ensures ticket
hygiene, non-overlapping development, controlled patching, and the correct application of
Agile, Waterfall, or Hybrid methodologies based on clinical risk, financial impact, and
system criticality.
Mandatory Healthcare Experience
Candidates MUST have prior hands-on experience delivering or governing Hospital
Information Systems (HIS / HMS), either as vendor, system integrator, or internal hospital
IT.
Experience in greenfield and brownfield HIS implementations (Asia / SEA / Middle East
/ Global).
Strong understanding of hospital workflows across Front Office, Billing, Inventory,
EMR/EHR.
Knowledge of Doctor Share / Professional Fee calculation models.
Experience working with Billing complexity (packages, insurance, corporate billing,
refunds).
Exposure to Inventory & Pharmacy management workflows. (WAC & Mark Up
knowledge)
Understanding of clinical documentation and EMR lifecycle.
Integration, Interoperability Knowledge
Experience integrating HIS applications with external systems and medical hardware.
Working knowledge of HL7 standards (ADT, ORM, ORU preferred).
Awareness or hands-on exposure to FHIR (Fast Healthcare Interoperability Resources).
Understanding of device integrations (lab machines, radiology, bedside devices).
Financial Systems Exposure (Added Advantage)
Experience integrating HIS with SAP FICO or other Financial / ERP systems.
Understanding of GL posting, revenue recognition, and hospital finance flows.
Reporting Line
Reports functionally to the CTO, with operational reporting to the CTrO and executive-level
summaries to the Group COO and Group CEO.
Key Responsibilities
Own end-to-end ticket governance using the in-house TMS (creation, triage,
prioritization, closure validation).
Ensure developers are not overlapping work through strict ticket ownership, branch
discipline, and workload balance.
Act as gatekeeper for patch management: root cause analysis, impact assessment,
rollback planning, and deployment sign-off.
Recommend and enforce delivery methodology per workstream: Agile for
enhancements, Waterfall for core HIS, billing, and regulatory modules.
Facilitate and run Scrum ceremonies (daily stand-up, sprint planning, review,
retrospectives) where Agile is applied.
Run structured Waterfall checkpoints (design sign-off, UAT readiness, release approval)
where required.
Independently challenges developers and leads; to ensure timelines, quality, and
processes are followed.
Create and maintain delivery dashboards and reports (weekly and monthly) for CTO,
COO, and CEO.
Translate technical progress and risks into executive-friendly summaries.
Coordinate closely with QA, support, and operations during releases and hypercare
periods.
Proactively identify systemic issues in legacy AngularJS + ASP.NET Framework
architecture and suggest mitigation plans.
Required Skills & Experience
812 years experience in software delivery, PMO, or technical project management
(HIS or enterprise systems preferred).
Strong understanding of AngularJS, ASP.NET Framework 4.8, SQL Server. (involved in
migration of Angular (Latest) + .NET Core (Latest) will be an added advantage)
Hands-on experience running Agile, Waterfall, and Hybrid delivery models.
Must have demonstrated knowledge and practical experience using or managing a team
using TFS and GIT within a robust DevOps or DevSecOps pipeline
Excellent command of issue tracking, ticket lifecycle management, and release
governance.
Ability to be firm, vocal, and independent when enforcing process and accountability.
Strong reporting and documentation skills (technical and executive-level).
Experience working directly with CTO / C-level stakeholders.
