Job Description
We are seeking an accomplished Head of Roadways to lead and manage our Highways and Roads design teams supporting the Global Capability Centre (GCC). This is a senior leadership role requiring a strong blend of technical expertise, people leadership, and strategic mindset within Roads and Highways engineering.
The successful candidate will work closely with global leadership and GCC leads, driving technical excellence, team performance, digital adoption, and project delivery across multiple client accounts.
Responsibilities
Leadership & Team Management
- Build, lead, and develop a high-performing highways design team, ensuring strong engagement, utilization, and capability growth.
- Provide technical and managerial leadership across all levels of the team, from early-career engineers to senior professionals.
- Collaborate with business line leaders in the GCC and globally to maximize project utilization and billable work.
Technical Delivery
- Lead and oversee functional, preliminary, and detailed design for highways and roadway projects.
- Provide hands-on technical guidance from early design stages through planning applications and construction documentation.
- Ensure all designs comply with applicable engineering standards, codes of practice, and specifications (including Canadian standards where applicable).
- Oversee all aspects of highway/freeway design, including:
- Alignments and geometrics
- Staging and constructability
- Utilities and drainage coordination
- Roadside safety
- Quantities, specifications, and contract documentation
Project & Commercial Management
- Manage multiple projects and client accounts concurrently, ensuring delivery to budget, programme, and quality standards.
- Act as Package Project Manager where required, including:
- Internal and external client liaison
- Preparation of fee proposals
- Financial and commercial control of projects
- Estimate design effort, manage resources effectively, and meet milestone deliverables.
- Ensure compliance with QA, Sustainability, and HSE requirements.
Digital & Innovation
- Champion a digital-first mindset, promoting automation and innovation within highways design.
- Drive effective use of design and delivery tools such as:
- Bentley tools (OpenRoads, MicroStation, MX Road)
- Civil 3D and CAD platforms
- Collaboration & Business Development
- Work closely with GCC and global teams to promote and market highways capabilities and services.
- Support growth of the business through technical excellence, thought leadership, and strong client relationships.
Mandatory Skills & Experience
- 15+ years of postgraduate (or equivalent) experience in Highway/Roadway Engineering, including managing and leading design teams.
- Strong background in highways engineering project delivery within consultancy and/or government agency environments.
- Proven leadership capability with a track record of building and managing diverse, multi-level engineering teams.
- High level of project management competence within roads and highways projects.
- Excellent communication skills with the ability to motivate, coach, and develop technical teams.
- Strong proficiency in:
- Civil 3D, MicroStation, CAD
- Microsoft Office
- Experience in:
- Technical reports and documentation
- Presentations and client-facing materials
- Ability to manage multiple priorities effectively in a dynamic environment.
Qualifications
Preferred Qualifications
- Chartered or professional membership such as CEng, CIHT, or equivalent (advantageous).
- Experience delivering solutions compliant with international and local design standards.
- Strong understanding of:
- Planning and design processes
- Technical approvals and consents
- Contract procedures and financial controls
- Commercial awareness across bidding, planning, and project delivery for both large and small-scale projects.
