Job Description

HiringFinance Assistant will work under the direct supervision of Senior Finance Associate - HSS, UNDP India

Professional Experience:
At least 5 years professional experience in finance with the national and international development agency (NGO / Govet Agencies Experience Required)
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web based management systems;
Experience with ERP financials, preferably PeopleSoft and Tally software will be an asset

Description
Maintain proper filing system of financial documentation and audit review
Review of DIM projects Financial Reports
Follow-ups with vendors for timely submission of deliverables and invoices for settlement of payments
Review Quantum expenditure transactions reports and identify & segregate expenditure which needs to be cross charged to other projects or activity heads;
Prepare budget sheet project wise
Prepare requests for posting of GLEs to relevant projects/activity heads;
Reconcile and maintain proper records of GLEs posted for audit review;
Facilitate processing of Statement of Expenditures (SOEs) and Utilization Certificates (UCs) against the funds received from project states for e-VIN implementation;
Facilitate processing, tracking and settlement of advance to the project staff for organizing training programmes;
Submitting requests for creation and approval of PO and non-PO vouchers as well as vendor creation with supporting documentation to GSSU. Timely corrective actions on payment vouchers if/as requested by GSSU;
Analysis of information on donors, preparation of donor profiles
Full compliance of administrative activities with UN/UNDP rules, regulations, policies and strategies.
Expenditure booked to the correct activity head/ project
Timely release and settlement of advance to the project staff
Full compliance of administrative activities with UN/UNDP rules, regulations, policies and strategies.
Managing Financial and Internal control Audits.
Perform any other tasks assigned by the Senior Finance Associate, NPO-OPs and TL, System Strengthening Unit

About Company

Gavi Health Systems Strengthening (HSS) project was proposed by Ministry of Health and Family Welfare (MoHFW), Government of India (GoI) with the aim to increase immunization coverage and strengthen health system for immunization in the country.

India obtained Gavi support of USD 107 million for three years (2014-16) to support GoI’s intensified efforts focusing on overall health system improvements through targeted support to strengthen RI and accelerate new vaccine introduction, in alignment with the national targets set by the RI cMYP.

In the second phase (2017-21), Gavi has approved USD 100 million for Health Systems Strengthening for immunization (HSS2). This HSS 2 proposal was developed through a consultative process with all stakeholders led by the Ministry of Health and Family Welfare (MoHFW), Government of India.

The overarching goal of the activities proposed in the Gavi HSS 2 support is to improve the quality and level of immunization coverage in India and prepare for the adoption of new antigens by catalysing the development of immunization programme that is capable of high performance even in settings where the capacity of the regular government infrastructure is limited. The HSS Phase 2 support is in alignment with national targets and focuses on improvement on both the supply side and demand side of RI and policy-making to guide programmatic improvements and expansion of the UIP.
Finance Assistant and he/she will be working with closely finance division and GSSC for execution of daily routine finance tasks, Quarterly finance reporting and Annual reporting etc.

Finance Assistant will work under the direct supervision of Senior Finance Associate-HSS, UNDP India
