The Role

Executive/Senior Executive (Infrastructure Development), Project Management Office

The Executive / Senior Executive (Infrastructure Development), Project Management Office (PMO) will work closely with the Director, PMO to support the planning, coordination, and delivery of key infrastructure development projects undertaken by the Labour Movement. The incumbent will assist in project management activities across the project lifecycle, including stakeholder coordination, progress monitoring, reporting, and administrative support to ensure successful project execution.

Key Responsibilities:

1) Project Planning

  • Support Director, PMO in the planning, design, and development of infrastructure development projects.
  • Conduct research, benchmarking, and analysis to support project planning and decision-making.
  • Organise project meetings, workshops, site visits, and follow up on key action items.
  • Monitor project schedules, milestones, deliverables, and timelines to support timely project delivery.
  • Coordinate project documentation and ensure proper record keeping throughout the project lifecycle.

2) Construction Management

  • Assist in the review and coordination of design submissions, technical feasibility studies, and project proposals.
  • Coordinate with project consultants, contractors, and service providers in meeting project requirements and timelines.
  • Assist in monitoring project progress, identifying potential issues, and escalating concerns where appropriate.

3) Business Model and Operations

  • Support the review and development of operating and partnership models for the facility including evaluating ownership, operating, and outsourcing options for the facility.
  • Conduct research and analysis on financial sustainability and long-term viability.

4) Stakeholder Engagement

  • Serve as a key coordination point between Director, PMO and internal and external stakeholders.
  • Liaise with consultants, contractors and government agencies to facilitate project execution.
  • Track stakeholder feedback and ensure follow-up actions are completed in a timely manner

5) Governance and Reporting

  • Prepare project updates, management reports and project papers for leadership review.
  • Monitor project risks and ensure mitigation measures are put in place.
  • Monitor project budgets and expenditure records and support financial reporting requirements.

Job Requirements:

  • Degree in Civil Engineering, Architecture, Real Estate, Project Management or a related discipline.
  • At least 2 years of relevant experience in project management or construction environment.
  • Experience in infrastructure, construction, property development, facilities planning, or project management environments will be an advantage.
  • Familiarity with project management methodologies, project coordination, and stakeholder management.
  • Understanding of Singapore's built environment and regulatory landscape with experience working with agencies such as Building and Construction Authority (BCA), Urban Redevelopment Authority (URA), and other relevant authorities, would be an advantage.
  • Strong analytical, organisational, and problem-solving skills, with the ability to manage multiple workstreams and priorities.
  • Strong communication and interpersonal skills, with the ability to coordinate effectively with consultants, contractors, government agencies, and internal stakeholders.
  • Able to work independently while collaborating closely with the Director, PMO and project teams to support project delivery.
