Role Overview:
The Contracts Manager will be responsible for procurement planning, vendor management, cost benchmarking, raw material sourcing, contract formulation and negotiation for township construction projects. The role ensures timely availability of materials in budgeted cost, optimum inventory, sourcing reliability and seamless coordination between site teams, vendors, finance and management.
Key Responsibilities:
1. Procurement Strategy, Planning & Material Forecasting
. Develop and implement procurement strategies for raw materials (steel, cement, aggregates, sand, bricks, RMC, etc.) with cost-optimised sourcing.
. Forecast and plan material requirements in line with project schedules and Bill of Quantities (BOQ).
. Ensure timely bulk ordering and supply to avoid shortages, delays or excess inventory at site.
2. Vendor Development, Evaluation & Relationship Management
. Source and evaluate potential suppliers, subcontractors and service providers based on capability, pricing, and quality standards.
. Maintain an approved vendor database and conduct commercial/technical evaluations regularly.
. Build long-term supplier relationships to ensure steady supply, favourable credit terms and reliability.
. Track vendor performance through KPIs & SLAs.
3. Pricing, Cost Management & Market Analysis
. Conduct market rate benchmarking, price trend analysis and costing for all major raw materials.
. Negotiate pricing, delivery timelines, commercial terms, taxes and escalation clauses to drive cost benefits.
. Monitor price volatility and identify opportunities for strategic and bulk procurement to optimise cost.
. Implement cost control measures and compare procurement costs vs BOQ budgets to achieve savings.
4. Tendering, Work Orders & Contract Administration
. Prepare and float RFQs/RFPs, evaluate bids, compare quotations and finalise suppliers based on best value.
. Draft, review, execute and manage work contracts, supply contracts and service agreements.
. Ensure clarity on technical specifications, scope, timelines, indemnity, penalties, QA/QC standards and safety compliance.
. Monitor contract execution, certify bills (as required), handle disputes and manage contract amendments/variations.
5. Compliance, Documentation & Audit Support
. Maintain procurement records, comparative statements, contract documents, price approvals and purchase histories.
. Ensure adherence to company policies, contractual compliance, taxation norms and statutory regulations.
. Support audits with complete documentation, tracking GRNs, billing status and payment clearances with Accounts/Stores/Planning teams.
6. Risk Identification & Mitigation
. Identify supply chain risks including delays, shortages, price fluctuations and quality issues.
. Establish risk-mitigation controls including clearly defined penalty clauses, delivery commitments & alternative sourcing.
. Proactively resolve supplier issues, contractual disputes and change order requests to avoid project impact.
7. MIS Reporting & Cost Performance Review
. Generate periodic MIS on procurement status, price trends, vendor performance and inventory movement.
. Present cost reports and savings achieved to senior management with data-driven recommendations.
. Track and highlight variance between estimated vs actual procurement expenditure.
8. Cross-Functional Coordination for Smooth Material Flow
. Collaborate with Project Managers, Engineering, Site Execution, Stores and Finance for procurement alignment.
. Ensure seamless supply chain movement from vendor dispatch to site delivery and utilisation.
. Support contract closures, extensions and change management based on site requirements.
Required Skills
. In-depth knowledge of construction materials, industry practices, and relevant legal regulations (e.g., FIDIC contracts). Proficiency in contract management and project management software (e.g., SAP) is often required.
. Expertise in raw material procurement, rate negotiation, vendor development and contract management.
. Knowledge of taxation, GST, BOQ interpretation, cost estimation and material standards.
. Excellent analytical, commercial negotiation and communication skills.
