About CivicDataLab

We work at the intersection of data, technology, design and social science to strengthen the data for public good ecosystem and citizen participation in governance. CivicDataLab (CDL) harnesses the potential of open knowledge movements to strengthen the data-for-public-good ecosystem and enable citizens to engage in matters of public reform. We work closely with governments, non-profits, think-tanks, media houses and universities to enhance their data and technology capacity to better data-driven decision-making at scale.

Our current areas of expertise include digital public goods & infrastructure (DPGs & DPI), climate action, public finance, urban development, open contracting and law & justice. We have co-created digital public goods like open data platforms, data exchanges, AI models and citizen-led apps for improving participatory data-driven governance in India and other countries.

What are we looking for

CivicDataLab is seeking an Instructional Designer to lead the design and delivery of digital learning content for micro-credential programs focused on data-driven decision-making, use of AI and digital platform literacy. You will build learning programs that strengthen data-driven decision-making at scale, across universities and public-interest ecosystems.

The Instructional Designer will work with subject matter experts and production teams to develop the end-to-end learning experience across modules, ensuring content is clear, accessible, inclusive, and consistently high quality across formats. The designer will also generate assessment frameworks for the multiple modules under this course. This role also entails pilot delivery and iteration, using learner feedback and engagement data to refine content before rollout, and ensuring documentation and handover materials are complete for long-term sustainability.

What We're Looking For:

An instructional designer who can translate approved frameworks into clear, engaging learning journeys and ship high-quality digital learning materials across formats while staying rigorous, inclusive, and delivery-minded.

Key Responsibilities:

  • Co-design structured learning pathways, module blueprints, and measurable outcomes aligned to real-world use cases.

  • Work with Data and AI subject-matter experts to understand technical processes, tools, and required skills for the course modules.

  • Understanding of data and AI skills, as well as their application, is beneficial to have.

  • Design interactive learning experiences (quizzes, polls, peer review, projects, gamified elements) that support engagement and retention.

  • Build and QA digital learning assets across a range of formats: videos/animations, infographics, practice datasets/templates.

  • Ensure accessibility and inclusive design compliance.

  • Package content for deployment on partner platforms and (responsive, device-tested, bandwidth-aware/offline-friendly), coordinating technical handoff and quality checks.

  • Work with multi-media content development involving audio-visual, infographics, animation styles, etc.

  • Localise course content (in terms of datasets and context) to the English-speaking target audience in 3 South-East Asian Countries.

  • Create Training-of-Trainers assets (guidebook, lesson plans, facilitation notes, rubrics, troubleshooting, monitoring templates) and support delivery readiness.

  • Support pilot delivery, gather learner feedback/analytics, and iterate content before full rollout; prepare editable source files and documentation for handover.

  • Coordination of the project's internal and external stakeholders, maintaining the project tracker, deliverable list, and other documentation processes.



Requirements

Recommended Skills & Requirements:

  • Experience with PhD/Master's Level with a relevant background in Education, Economics, Data Science, Mathematics, Statistics

  • 5 years plus experience in instructional design and creating digital content. Experience working in the field of Ed-Tech, Learning/Instructional Design, particularly training programs on emerging technologies/digitalisation, data analytics or related fields.

  • Ability to design for non-technical learners while preserving rigour; comfort with data/AI literacy topics is a plus.

  • Experience shipping content to LMS/MOOC environments and collaborating with SMEs, multimedia teams, and academic stakeholders.

  • Excellent writing, structure, and editorial discipline: concise, consistent, and production-ready.

  • Experience in multimedia content development.

  • Experience in capacity building and conducting training for professionals.

  • Experience in working with video production setups in designing scripts, narrative, and content management.

  • Good communication and socio-cultural skills to present and engage with stakeholders.
