Job Description

Purpose

The Industrial Sustainability team at CEEW is keen to hire a consultant for a fixed term contract of 6 months to support our engagement in Maharashtra on green hydrogen. The National Green Hydrogen Mission (NGHM) aims to make India a global hub for the production, consumption, and export of Green Hydrogen (GH2) and its derivatives. Ports will be the backbone for producing green hydrogen, especially for exports. Within this landscape, the development of the greenfield port allows us to ingrain sustainability and green hydrogen infrastructure directly into the design phase from the beginning.

To enable this transition, CEEW is attempting to conduct a detailed techno-commercial feasibility study of a greenfield port in partnership Government of Maharashtra. The candidate in this role will be a dedicated resource stationed at the Maharashtra Government office in Pune to facilitate ecosystem orchestration, stakeholder alignment, and demand assessment. Achieving these outcomes will require dynamic interactions with trade associations, evaluating land allocation and shared utility frameworks, and informing central and state government regulatory roadmaps.

Renewable energy use will play a key role in green hydrogen production. Therefore, we are actively looking for candidates having demonstrated experience in renewable energy. The candidate is expected to bring a strong background in renewable energy policy, regulatory frameworks, and project execution to navigate Maharashtra's solar, wind, and hybrid energy policies. His/her responsibilities will include analysing open-access power regulations, facilitating transmission utility grid connectivity, and assisting in drafting policies for renewable energy land allocation and power evacuation infrastructure. CEEW team from New Delhi will aid in integrating the candidate's strong RE credentials with green hydrogen and its derivatives. This collaborative approach allows the candidate to fully dedicate their expertise to aligning the state's power infrastructure capabilities with the port's future green fuel production needs.

Job Duties and Accountabilities

Primary Responsibilities

Programme strategy and management

  • Act as the primary on-ground liaison stationed at the Maharashtra Government office in Pune to coordinate activities between CEEW, industrial and government stakeholders.
  • Engage with funder, new and potential partners, industrial off-takers and government stakeholders to further the work programme objectives and facilitate the signing of non-binding volume commitment MoUs.
  • Strategise outreach and ensure the seamless execution of the project's regulatory and policy roadmaps across state and central levels.
  • Build and maintain strong relationships with stakeholders based on trust and credibility.

Research

  • Estimate green hydrogen demand estimates and gather information on new demand sources in smaller industries through site visits and direct interactions with MIDC trade associations.
  • Assist in drafting comprehensive Expression of Interest (EoI) documentation outlining a greenfield port's strategic vision and technical requirements, and evaluate potential development partners based on technical capability, financial stability, and strategic alignment under the direction of Government.
  • Facilitate necessary technical submissions to the Central Government through the state nodal agency to harmonise green hydrogen standards and certification between the greenfield port and international partner ports.
  • Lead efforts to build input databases for data collection exercises by designing templates and enabling data collection from concerned departments and stakeholders at the state level.
  • Conduct regular discussions with state agencies, transmission asset owners, and RE/storage industry players to discuss emerging issues and potential solutions for faster deployment of RE capacities and effective build-out of transmission networks.

Selection Criteria

Qualification

  • A Bachelor or Master's degree in electrical, mechanical, chemical, energy, power or related streams.

Work experience

  • 8-10 years of relevant work experience
  • Prior experience working closely with state nodal agencies, power transmission utilities, or large-scale RE infrastructure projects is highly desirable.
  • Knowledge of power markets and renewable energy ecosystems in India and at state-level will be an advantage.

Key skills

  • Understanding of India's power market regulations, renewable energy, open access mechanisms, grid connectivity issues, etc.
  • Stakeholder engagement and management
  • Ability to learn new tools to manage, process and drive insights from datasets
  • Ability to work independently as an on-ground liaison while seamlessly collaborating with an interdisciplinary remote team.
  • Strong written and verbal communication skills, with the ability to translate complex techno-economic data into clear policy briefs and EoI documents.
