Job Description

Purpose

Manager/ Senior Manager – Payroll Bureau will oversee payroll compliance across a region or multiple countries, leading a high‑performing team to ensure accurate, timely, and high‑quality statutory compliance within the payroll product. This role is pivotal in strengthening compliance governance, driving statutory development cycles, enabling scalable, standardized processes across countries, and spearheading key initiatives that enhance compliance management and delivery.

The individual will be the primary owner for compliance delivery for assigned regions, representing the compliance function with internal and external stakeholders, ensuring high service quality, and building a culture of accountability, accuracy, and continuous improvement.

Role / Key Activities

Regional Compliance Ownership & Governance

  • Lead compliance operations across a region/multiple countries and ensure full statutory coverage in the payroll product.
  • Ensure end-to-end statutory updates from monitoring, interpretation, communication development, testing, to release are executed with precision and timeliness.
  • Act as the escalation point for complex compliance interpretations, exceptions, and regulatory disputes.
  • Own relationships with authorities, consultants, and regulatory bodies for assigned geographies.
  • Build strong compliance governance frameworks, SOPs, and audit‑ready documentation standards.

Regulatory Interpretation & Technical Oversight

  • Review product requirements, interpretation notes, change impact assessments, compliance documentation prepared by the team.
  • Guide teams on complex multi‑country regulatory analysis, accurate statutory interpretations.
  • Evaluate regulatory changes for business impact, system updates, and operational feasibility.
  • Provide clear guidance on ambiguous legal scenarios and edge cases.

Leadership, Team Management & Capability Building

  • Lead junior team members, ensuring effective workload allocation, quality checks, and timely delivery.
  • Mentor, coach, and upskill team members through structured training, feedback, and professional development plans.
  • Drive a culture of accuracy, ownership, accountability, and excellence in compliance interpretation and documentation.
  • Conduct performance evaluations, workforce planning, and capability development initiatives.

Cross‑Functional Collaboration, Stakeholder Communication & Customer Confidence

  • Partner with Product Engineering and other cross‑functional teams to ensure accurate and timely implementation of regulatory requirements in the product.
  • Lead end-to-end review of existing statutory setups for critical countries and implement product enhancements.
  • Ensure timely and clear communication of regulatory changes to internal and external stakeholders.
  • Oversee responses to complex customer compliance queries, ensuring accuracy, logical reasoning, and consistency.
  • Represent Payroll Bureau in customer meetings and compliance deep-dives, building strong, credible relationships with clients, consultants, and internal partners.

Strategic Initiatives and Innovation

  • Lead initiatives to scale compliance operations through automation, templates, frameworks, and standardized processes.
  • Partner with technology teams on AI-driven compliance research tools, dashboards, analytics, and automation projects.
  • Build compliance assets including whitepapers, statutory summaries, marketing and thought‑leadership content.
  • Identify and implement opportunities for continuous improvement, standardization, and future-readiness.

Training and Knowledge Enablement

  • Drive internal and external training programs on payroll compliance, regulatory frameworks, and statutory updates.
  • Strengthen organization-wide compliance capability through structured enablement sessions.

Qualifications/ Experience

  • Qualified Chartered Accountant, Company Secretary, or Lawyer with 7–10 years of relevant payroll compliance experience, or
  • Other qualifications with 10+ years of experience in multi-country payroll or statutory compliance roles.
  • Prior experience in team leadership, stakeholder engagement, and managing multi‑country compliance is preferred.
