Job Purpose:
The Chief Manager – Procurement is responsible for strategic and operational procurement of key raw materials and bought‑out items for the fastener manufacturing unit. The role ensures timely availability, cost competitiveness, quality compliance, and supply continuity of wire rods and bought‑out fasteners such as nuts, washers, and allied components, supporting uninterrupted production and customer commitments.
Key Responsibilities:
1. Raw Material Procurement – Wire Rods
- Lead procurement of wire rods (carbon steel, alloy steel, special grades) as per production requirements.
- Source wire rods from integrated steel plants, approved suppliers.
- Ensure compliance with required chemical, mechanical, and metallurgical specifications applicable to fastener manufacturing.
- Coordinate with quality and production teams on grade approvals, trials, and alternative sourcing.
2. Bought‑Out Fasteners Procurement
- Sourcing of nuts, washers, pins, and other bought‑out fasteners/components.
- Develop and maintain a reliable vendor base for standard and special fasteners.
- Ensure bought‑out items meet applicable DIN / ISO / IS / customer‑specific standards.
3. Strategic Sourcing & Cost Management
- Develop annual procurement strategies for raw materials and bought‑out items in line with business plans.
- Monitor steel price trends, alloy surcharges, and market dynamics to optimize purchase timing.
- Drive cost‑reduction and value‑engineering initiatives through supplier consolidation and negotiation.
4. Vendor Development & Performance Management
- Identify, evaluate, and onboard suppliers based on quality capability, capacity, cost, and delivery reliability.
- Conduct supplier performance reviews and audits.
- Build long‑term partnerships with key raw material and component suppliers.
5. Quality Assurance & Compliance
- Ensure all materials and bought‑out items comply with technical specifications and quality standards.
- Coordinate with QA/QC for inspection, testing, certification, and resolution of quality issues.
- Handle non‑conformance, rejections, and supplier corrective actions.
6. Inventory & Supply Planning
- Align procurement with production planning and inventory norms.
- Optimize raw material and bought‑out stock levels while ensuring uninterrupted manufacturing.
- Support stores and planning teams in managing slow‑moving and critical inventory.
7. Commercial & Contract Management
- Lead commercial negotiations covering pricing, credit terms, delivery schedules, and contracts.
- Ensure adherence to approved purchase orders, contracts, and company procurement policies.
- Coordinate with finance for invoice reconciliation and payment cycles.
8. Team Leadership & Cross‑Functional Coordination
- Lead and develop the procurement team at the plant/corporate level.
- Coordinate closely with manufacturing, PPC, QA, R&D, finance, and sales teams.
- Provide regular procurement MIS, forecasts, and management reports.
Qualifications:
Education
- BE / B.Tech in Mechanical / Metallurgical / Production Engineering
- MBA / PGDM in Materials Management / Supply Chain / Operations
Experience
- 15 years of experience in procurement for manufacturing, preferably in the fastener or auto‑component industry
- Strong exposure to wire rod sourcing and buyout fastener procurement
- Minimum 5+ years in a senior or leadership procurement role
Skills & Competencies
- In‑depth knowledge of wire rod grades and fastener manufacturing requirements
- Strong commercial negotiation and cost‑management skills
- Vendor development and supplier relationship management
- Understanding of DIN / ISO / IS standards for fasteners
- Leadership, decision‑making, and cross‑functional coordination
- Familiarity with ERP systems (SAP preferred) and MIS reporting
