Key Functional Areas and Responsibilities:
HSSE Program Management:
- Undertake duties as directed by the Operations Manager and City Safety Lead.
- Ensure the Project Safety Plan is meticulously maintained and effectively adopted across the site.
- Conduct regular reviews of HSSE performance within the project, collaborating with the site team to ensure HSSE standards are clearly communicated and consistently followed.
Inspections, Audits & Reporting:
- Perform regular HSSE inspections at the site and circulate comprehensive reports.
- Provide recommendations for improvements and propose corrective actions for implementation, diligently following up on the timely closure of all inspection points.
- Compile and submit a monthly HSSE Report to the Project Lead, meticulously tracking all HSSE statistical data.
Emergency Preparedness & Risk Management:
- Establish and clearly communicate site emergency plans and procedures, conducting regular reviews and updates.
- Maintain and assist the site team in the development of project HSSE risk assessments, ensuring appropriate control measures are established before work commences.
Site Safety & Compliance:
- Monitor and ensure that all visitors to the project sign the site attendance visitors register and are appropriately escorted at all times, unless formally inducted.
- Ensure any hazard complaints related to HSSE are thoroughly investigated, rectified, closed, and accurately recorded in the Hazard Report Log.
- Maintain and monitor the inspection and test plan for all plant and equipment on site.
- Provide information, technical advice, and support to construction teams on all HSSE-related issues.
Incident Management & Documentation:
- Maintain and disseminate statistical information regarding incidents, near misses, and injuries to all concerned parties.
- Ensure all incidents occurring on-site are reported in a timely manner and provide necessary support to the site team on incident management.
- Actively participate in incident investigations, contributing to recommended action plans and ensuring timely closure to prevent reoccurrence.
- Maintain all necessary HSSE documents as per established processes and standards.
Training & Contractor Management:
- Provide timely and constructive feedback to the Project Lead on the competency level of HSSE performance of contractors and vendors on site.
- Conduct and monitor site HSSE training as required for all members on site.
- Ensure that all latest legislation, codes of practice, standards, and procedures are effectively communicated to all concerned.
- Assist the site team in reviewing HSSE considerations for the selection of contractors, sub-contractors, vendors, and suppliers.
Stakeholder & Client Relations:
- Facilitate possible HSSE escalations to Operations Managers and City Safety Lead before escalation from the client, actively maintaining positive client relationships.
- Ensure that team discipline is consistently maintained at the site.
