Position: Planning and Billing Engineer Railway Projects
Role Summary
The Planning and Billing Engineer is responsible for project planning, scheduling, progress monitoring, and preparation of running and final bills for railway infrastructure projects. The role ensures timely execution, accurate measurement, cost control, and compliance with Indian Railways standards and contractual requirements.
Key Responsibilities
- Planning & Scheduling
- Prepare detailed project schedules using approved planning tools.
- Develop baseline schedules, look-ahead plans, and resource-loaded programs.
- Monitor project progress and update schedules on a regular basis.
- Identify delays, analyse critical paths, and propose corrective and recovery plans.
- Coordinate with site, design, procurement, and execution teams to ensure schedule adherence.
- Billing & Measurement
- Prepare RA (Running Account) bills, PV (Price Variation) bills, and final bills as per contract conditions.
- Carry out joint measurements of executed works with client / railway officials.
- Maintain Measurement Books (MBs), quantity records, and billing documentation.
- Verify subcontractor bills and recommend payments.
- Ensure billing accuracy in line with BOQs, approved drawings, and technical specifications.
- Cost Control & Reporting
- Track project costs and monitor budget utilization.
- Prepare monthly progress reports, billing summaries, and cost reports for management and clients.
- Assist in preparation of variation orders, extra item statements, and claims.
- Maintain billing registers and financial records related to the project.
- Coordination & Compliance
- Liaise with Indian Railways / Metro authorities, consultants, and contractors.
- Ensure compliance with Indian Railways, Metro, and RDSO specifications.
- Support internal and external audits, inspections, and project reviews.
- Ensure adherence to contractual and safety requirements.
Eligibility Criteria
Educational Qualification
- Bachelor's Degree in Civil Engineering or related discipline.
Experience
- 38 years of experience in planning and billing for railway, metro, or infrastructure projects.
- Exposure to track works, bridges, earthworks, stations, or signalling/civil works will be an added advantage.
Skills Required
- Proficiency in MS Excel.
- Strong understanding of BOQs, construction drawings, and contract conditions.
- Knowledge of Indian Railways standards, procedures, and billing practices.
- Good analytical, coordination, and communication skills.
- Strong attention to detail and documentation skills.
