This outlines the Vessel Entry Attendant Competency & Validation Process for the JMD Site.
Location: Jamnagar.
Shift Patterns: 12 Hours
- Eligibility & Qualification Criteria
Vessel Attendants must meet these specific standards before being validated by the Owner:
Requirement Specification
Education Minimum B.A. / B.Com / 12th Pass / ITI
Safety
Certification Minimum 6-month Diploma in Fire & Industrial Safety (from a reputed institute)
Experience Minimum experience of one shutdown or 6 months of relevant experience in industrial safety/vessel entry
Language Skills Must be able to read Hindi/English and speak Hindi fluently
Competency Awareness of chemical, mechanical, electrical, thermal, and atmospheric hazards-manual will be provided by RIL. Contractor to conduct training make aware of the hazards to the deployed personnel.
The Vessel Entry Attendant is the lifeline for personnel inside a confined space:
- Stationary Presence: Must remain immediately outside the confined space opening at all times while entrants are inside.
- No Entry Rule: Strictly prohibited from entering the confined space, even during an emergency.
- Access Control: Maintain the authority to grant or deny entry. Ensure only trained and certified personnel enter the space.
- Log Management: Maintain a clear, legible IN/OUT Register of all personnel entering and exiting the vessel.
- Condition Monitoring: Watch for external factors that may impact safety (weather changes, nearby work startups, or site alarms).
- Opening Integrity: Keep the vessel opening clear of obstructions, unauthorized visitors, or loose tools that could fall inside.
- Emergency Readiness: Ensure all rescue equipment and PPE are readily available and positioned for immediate use.
