Job Description

We are looking for a GeM & Tendering Executive to manage the end-to-end tendering cycle on the Government e-Marketplace (GeM) and other e-procurement portals. The role covers bid identification, documentation, submission, vendor assessment and post-award follow-up, so that we submit compliant and competitive bids.

Key Responsibilities

GeM portal management

  • Create and maintain the company's seller and buyer profile, catalogues, product listings and category approvals on GeM.
  • Monitor GeM for relevant bids, custom bids, Reverse Auctions (RA), Direct Purchase (DP) and Bunch Bids.
  • Respond to bids and handle bid participation, technical and financial bid opening, and L1/RA participation.
  • Manage orders, contracts, delivery, invoicing, payment tracking, and the post-award process (CRAC, delivery acceptance, bills).
  • Keep catalogues, prices, GST/HSN details and MSE/Startup/Make-in-India declarations up to date.

Tendering process

  • Identify, track and shortlist tenders across GeM, CPPP, state portals and PSU/departmental sites.
  • Study RFPs and bid documents, covering eligibility criteria, technical specifications, QR/BOQ, EMD/bid security, performance security, penalties and payment terms.
  • Prepare and compile technical and commercial bids, including documents, undertakings, certificates and annexures.
  • Coordinate with Technical, Finance, Legal and Sales teams for pricing, specifications and approvals.
  • Handle pre-bid queries, corrigenda, clarifications and bid extensions.
  • Manage EMD/PBG, bank guarantees and refunds.
  • Maintain a tender tracker (MIS) with bid status, win/loss analysis and deadlines.

Vendor assessment and management

  • Identify, empanel and evaluate vendors/OEMs/channel partners for tender requirements.
  • Assess vendors on technical capability, compliance, financial standing, past performance, certifications and delivery record.
  • Collect quotations, run comparative statements and negotiate commercial terms.
  • Check vendor documents (GST, PAN, MSME, ISO, OEM authorisations, test reports) and keep a vendor database.
  • Monitor vendor performance and flag risks to supply and delivery.

Compliance and reporting

  • Ensure compliance with GFR, GeM General Terms & Conditions (GTC), and procurement policies.
  • Keep the company's registrations and certificates (GST, MSME, DSC, etc.) valid and renewed.
  • Provide regular reports on bid pipeline, submissions, wins and revenue to management.
Required Qualifications and Experience

  • Graduate in Commerce, Business Administration, Engineering or a related field (MBA/PGDM is a plus).
  • 2–5 years of hands-on experience in tendering, with strong exposure to GeM across the entire tender lifecycle.
  • Proven experience in vendor assessment, empanelment and vendor management.
  • Working knowledge of e-tendering portals, digital signature certificates (DSC) and online EMD payment.
  • Understanding of GeM GTC, GFR 2017, public procurement policies and MSE/Make-in-India preferences.
Skills

  • Strong attention to detail and document accuracy.
  • Ability to read and interpret complex tender documents and technical specifications.
  • Good commercial sense: pricing, costing and comparative analysis.
  • Proficiency in MS Excel, MS Word and PDF tools.
  • Strong written and verbal communication and negotiation skills.
  • Time management under strict bid deadlines.
  • Cross-functional coordination.
