Role Overview
We are hiring solution-oriented Proposal Writers with hands-on experience writing technical proposals for web and mobile application projects.
You will own and write technical sections independently, transforming complex inputs from SMEs into compliant, compelling, implementation-focused proposal content for government and public-sector clients.
This is not a generic content or marketing rolewe are looking for candidates with technical depth, solution understanding, and strong proposal experience.
Key Responsibilities
- Analyze RFPs/RFQs/TORs to identify scope, compliance, and evaluation criteria
- Prepare proposal outlines, compliance matrices, and timelines
- Independently write technical proposal sections, including:
- Technical Approach / Solution Architecture
- Web & Mobile Application Design
- Scope of Work & Deliverables
- Project Management, Staffing, Risk & QA
- Collaborate with SMEs and delivery teams to extract technical inputs
- Ensure proposals meet client-specific compliance and formatting rules
- Manage multiple proposals under tight deadlines
Mandatory Skills & Experience
- 1+ year of hands-on experience writing solution-based proposals for web and/or mobile application development
- Strong understanding of:
- Web architectures (frontend, backend, APIs, cloud hosting)
- Mobile development (iOS, Android, cross-platform frameworks)
- SDLC, Agile/Scrum, DevOps, QA/testing methodologies
- Experience with government, public sector, or enterprise RFPs
- Ability to own technical sections end-to-end
- Excellent written communication and attention to detail
- Proficiency in MS Word, Excel, PowerPoint, and PDF tools
Preferred Experience
- Exposure to SLED or international government proposals
- Experience with government/public-sector agencies (FL DMS, TX DIR, NY OGS, MD CATS+, NYC DoITT, Canadian Government)
- Familiarity with procurement portals and proposal tools (Ariba, BidNet, Bonfire, PlanetBids, Qvidian)
